Be careful when you invest into the future to not invest into the past: In the early 1800s, the Swedish navy planted 300000 trees to make sure they would have enough trees for building ships later. However, by the time the trees matured, they were no longer needed as new warships were made of metal. Can you give a more recent example?

Like almost all agencies, the US Navy does a good job of buying and replacing old technology. Where the DoN, and most others struggle is how to sustain that application or system over the long term.
