France is the fourth-largest country provider of foreign aid but it recently cut its official development assistance (ODA) by 13%. In 2021, France committed by law to increase aid to 0.7% of Gross National Income by 2025. So what changed? 🤔 In the UK, this is a familiar tale. I had been proud to live in a country that was a heavy hitter when it came to foreign aid. But then in 2020, our government announced that aid spending would ('temporarily') be cut from 0.7% to 0.5% of GNI. An example of prioritising short-term electoral wins over long-held values. In fiscal year 2023, approximately 10% of the Philippine's Gross Domestic Product came from remittances. The flow of foreign funds to non-government organisations (NGOs) operating in Bangladesh reached a six-year low in the just-concluded FY23, which sector insiders attribute to global donors redirecting their financial support to the war-torn nation of Ukraine. The flow of foreign funds shrank by 10% in FY23 and the number of approved projects was down to 2,007 from the previous fiscal's 2,061, according to NGO Affairs Bureau, the government's regulatory body.

The new OECD rules on reporting private sector aid reflect efforts driven largely by finance ministries in donor countries to score ODA without budgetary outlays. Stephen Cutts warns this will trigger a gradual shift away from grants. I see no reason to believe that these new rules will incentivise private sector involvement in development, especially in the poorest countries.
