Mayor Karachi, Barrister Murtaza Wahab, mentioned that two water treatment plants are being set up in Manora, which will provide 500,000 gallons of water. He urged businessmen and the industrial community to collaborate with the government under public-private partnerships. There's a problem of water the_ft, with some businesses and citizens involved. Currently, there are seven hydrants functioning in the city, and water tankers are being registered. Around 3,000 tankers have been registered so far. In 2017-18, 34 licenses were issued for using underground water, but some were misused. The Mayor addressed industrialists and traders at the Federation of Pakistan Chambers of Commerce and Industry. He highlighted the reduction of municipal utility tax rates by KMC to 50 rupees, with a maximum of 200 rupees. However, there's an ongoing court injunction against including municipal tax in electricity bills for the past two years. Karachi requires 6,000 megawatts of electricity; there's potential for solar parks on 500 canals. Karachi residents are hit with another electricity price increase as NEPRA approves a hike of Rs 1.71 per unit in fuel adjustment for K-Electric consumers. This surge adds to the Rs 4.45 per unit increase from October and November 2023, straining household budgets. Starting January 1, new rates will be effective, with additional charges of 46 paise per unit from January to March and Rs 1.24 per unit for electricity used in July, August, and September 2023. Industrial consumers will also face an extra charge of Rs 3 per unit over two months. To all of those who have been persistently fulfilling their monthly payment obligation to Karachi Electric (KE) for the energy their household consumes, you need to take a deep breath and understand the logic behind your bills increasing every month even after the deliberate efforts of their entire family to reduce the units consumption. The study below started as an analysis of personal household billing in the past 26 months (3 cheers for Dad who kept the hard copies), took me into the rabbit hole of understanding (partially) Pakistan's Circular Debt Crisis in the Energy Sector and how that reflects on our monthly bills. Holding KE Accountable: The Plight of Karachi's Residents In recent years, the residents of Karachi have been bearing the brunt of what can only be described as a systematic failure in the provision of essential utilities, primarily electricity. K-Electric (KE), the sole electricity provider for Pakistan's largest city, has repeatedly come under fire for its mismanagement, inadequate service, and the apparent disregard for the well-being of millions of Karachiites. #### Chronic Power Outages One of the most persistent issues faced by Karachi’s residents is the frequent and prolonged power outages. Despite paying hefty bills, many citizens find themselves enduring hours of load shedding daily. These power cuts not only disrupt daily life but also pose significant challenges for businesses, leading to financial losses and a stunted local economy. During the sweltering summer months, the situation becomes even more dire. The lack of electricity exacerbates health risks, particularly for vulnerable populations such as the elderly and young children. The resulting increase in the use of generators also contributes to noise and air pollution, further degrading the quality of life in the city. #### Inflated Billing and Unjustified Charges Another major grievance against KE is the issue of inflated billing. Numerous reports have surfaced of consumers receiving exorbitantly high electricity bills, often with charges that are difficult to justify. This practice not only places an undue financial burden on households but also raises questions about the transparency and integrity of the billing process. Residents have often found themselves at the mercy of KE’s unresponsive customer service, struggling to get clear answers or resolutions to their billing queries. This lack of accountability adds to the frustration and sense of injustice felt by many. #### Infrastructure and Maintenance Failures The underlying infrastructure maintained by KE is another area of concern. Aging and poorly maintained equipment frequently leads to breakdowns and power failures. The company’s apparent inability to invest adequately in upgrading and maintaining the power grid has left it vulnerable to frequent disruptions. During the monsoon season, these vulnerabilities are starkly exposed.
