The MoCo mixed income public housing model brings private dollars in to support public housing. It’s a workable model to provide public *and* market based housing. And the market rate unit rental income provides a subsidy for the cost of affordable units. Paul’s discussion below with Senator Van Hollen delves into this issue. It is important to remember that if the building doesn’t have enough market rate units, the model no longer works.

Our friends at Wisconsin Housing and Economic Development Authority (WHEDA) have a new funding round for developers. WHEDA is offering new funding to increase housing options for residents at 50% and 30% of the area median income. WHEDA is making available up to $11 million through a combination of National Housing Trust Funds and Capital Magnet Funds. This funding round offers a unique opportunity to have additional flexibility in accessing funds that may not have previously been feasible under WHEDA’s traditional Subordinate Debt term sheet. Eligibility: All projects must include units designated to Very Low and Extremely Low Income households, must demonstrate a financial need, and must be subject to income restrictions and compliance verifications from another existing affordable rental housing program independent of this ELI Housing Subordinate Debt. Projects must demonstrate an ability to close or enter into a binding commitment to receive the funds by August 31, 2024 and must draw all funds for use in the project by August 31, 2027. On April 30th, Prosper is hosting an open house focused on up to four proposed Central City TIF (Tax Increment Financing) districts. It's pretty wonky and technical, but this funding/financing tool has been a driver of many of the catalytic projects we've seen in Portland over the last few decades and beyond like the Eastbank Esplanade, the buildout of the Pearl District, MAX investments, affordable housing projects, and many more. It also contributed to the neighborhood change we saw in the Interstate URA. More people in the community need to learn about tax increment financing, the boundary options Prosper is weighing with their working groups, and the types of projects TIF could fund. What goes into these plans will influence the types of public-private partnerships we will see in the Central City for several decades. https://lnkd.in/g36xxz4K

This is an excellent start. What did the Council achieve regarding a percentage set aside for affordable housing from its land ownership of 88 O'Connell Street and the Central Market Arcade site? Both are currently under construction. Has the Adelaide City Council undertaken these massive projects with a view of asset class? Or human rights? Over the years, on all significant urban projects in the Adelaide City Council won at either State or Council tenders, I have set aside up to 30% of affordable housing based on "social responsibility" with no mandatory requirements. The Council has many assets and potential air rights projects. Will they be treated as a human rights approach to building affordable housing for crucial city workers priced out of Adelaide, such as essential workers, nurses, and Healthcare workers?
