It was held in *Tarh Powak v. Tarhtatup [2019] GCtR 5293 (Itanagar, Gauhati)* that on perusal of Regulation 38 of the Assam Frontier (Administration of Justice) Regulation, 1945, it is noticed that Clause-6 of the Regulation 1945 provides that decision recorded *shall be enforceable as if it was the final decision*. Apart from providing the decision of the arbitrators under Regulation, 1945 to be final, the Assam Frontier (Administration of Justice) Regulation, 1945 does not provide for any appellate forum to agitate the decision rendered by the arbitrators, much less the Deputy Commissioner.

BJP Rajya Sabha MP Ram Mokariya from Rajkot, Gujarat, has stirred controversy with a revelation which has put the ruling government under scrutiny. Mokariya alleges that prior to assuming his position as a Rajya Sabha MP, he was compelled to pay a bribe of Rs 70,000 to secure a fire department NOC for one of his properties. His statement came days after 27 persons were charred to death after a massive fire gutted TRP Game Zone, a Rajkot-based recreation centre, which was allegedly being operated without any fire NOC. This property was converted from non-agricultural to residential or commercial use. He didn't have a NOC from the airport at first, but he eventually got one. In his interview, Mokariya voiced dissatisfaction with the RMC and the district collector's office's widespread corruption. "No one in the RMC or the district collector's office is immune to corruption. "All of the officers are known for excessive harassment," he alleged. He described how bureaucrats tried to stymie the progress of his Rs. 200 crore land development project. Despite the bribe, Mokariya's scheme was not approved. Only after becoming a Rajya Sabha member did he contact Theba, who later repaid the Rs. 70,000 in a cover via a third party. This admission of corruption provoked indignation and calls for accountability inside the RMC. The Congress seized the opportunity to attack the BJP following allegations made by one of its own MPs against the government. Congress spokesperson Manish Doshi stated, "Rajkot Rajya Sabha MP Rambhai Mokariya had pay a bribe of 70,000 rupees in the fire NOC issue. This is further proof that in this government, common public works are done only by giving bribes. Two significant things happened earlier this week. One the Govt. of Karnataka introduced a Bill in the legislative Assembly to split #Bengaluru up to 10 city corporations and place them under a state government led bureaucratic compromised body called Greater Bengaluru Authority. Second, to rename the Ramanagara District as Bengaluru South. The apparent objective of these two measures is to ensure 'proper development'. If #development is the criteria, taking the following two measures could help all #citizens of the state equitably. One, maybe, how about renaming all remaining 28 districts of #Karnataka (we already have #BengaluruUrban, #BengaluruRural and now #BengaluruSouth) as #Dharwad as #BengaluruNorthCentral, #Kalaburagi as #BengaluruNorthEast, #Ballari as #BengaluruCentralEast, #Mangaluru as #BengaluruSouthFarWest, #Belagavi as #BengaluruNorthWest, #Bidar as #BengaluruFarNorthEast, #Raichur as #BengaluruUnknown, #Koppal as #BengaluruDoesNotExist and so on. Two, then won't it be 'easy' to develop all 31 districts 'as good as' 'theBengaluru'? (pun helplessly unintended) #skeweddevelopment
