Groundwater levels in Arkansas' two most important aquifers -- the Mississippi River Valley alluvial aquifer for agriculture and the Sparta-Memphis aquifer for drinking and industrial uses -- are showing short-term decline and longer-term positive trends, but withdrawal rates remain unsustainable.

💧 This #Water Wednesday post is actually about a Tuesday. ✔️ Yesterday, Tuesday January 30, the Arizona Department of Water Resources (“ADWR”) held an “informal public meeting” to discuss the possibility of designating the Gila Bend, AZ area as an active management area (“AMA”) under the Arizona Groundwater Management Act. This would be the first time in more than 40 years that ADWR itself has created a new AMA. The last AMA to be created was the Douglas AMA, established through voter initiative. 📜 Aquifer levels in the Gila Bend area have been declining rapidly in the last couple decades, and ADWR sees an AMA designation as one possible solution. Many farmers and other water users in the area oppose top-down groundwater control like this, fearing it would paralyze rural agriculture. One alternative proposed, in Senate Bill 1221 (Sen. Kerr), is to create new locally managed protected groundwater basins that proponents say would be able to spread water cuts more equitably. 💡 ADWR is accepting public comments on the Gila Bend proposal until February 12, 2024. California Water Market Report: Prices range from $375/AF to $475/AF in the latest transfers. Central Valley Project (CVP) supplies were transferred for $375/AF while State Water Project (SWP) supplies were transferred for $475/AF. The higher price for SWP supplies is in part due to lower allocations for the SWP (40%) compared to CVP south-of-Delta agriculture (50%). 40 US wastewater agencies have just ten years to slash inorganic nitrogen loads by 40% | North America Editor Luke Bratt asks if this goal is realistic. 💧 The 40% reduction target, based on the San Francisco Estuary Institute, aims to prevent the severe dissolved oxygen depletion observed during 2022’s algal bloom event. Wastewater treatment plants in the region face numerous options for slashing nutrient loads, like biological nutrient removal, dry weather capacity optimisation and nature-based solutions. These options are attractive due to added benefits such as increased resiliency against sea level rises. Non-potable reuse offers utilities the most direct benefits – providing a 1:1 nitrogen reduction ratio by diverting effluent to irrigation or industrial users. 🚰 Capital investment will not be required at all wastewater treatment plants requiring reductions in nitrogen loads. Smaller systems affected by the rules will be able to meet nutrient removal goals via a nutrient credit trading programme. 💰 The magnitude of the nutrient load reductions means that large-scale biological treatment upgrades are required at facilities. However, financing these projects remains a challenge and is exacerbated by the federal resources available to support investments. Here is an article about a Nature paper on global groundwater changes over time. Mostly it's all declining but there are some aquifers that are recovering (slowly). Irrigated agriculture seems to be the largest cause of groundwater decline.
