Police Captain Juan Rocha has dedicated over 16 years to serving the City of Gilroy. His journey to Gilroy was influenced by his peers who praised the city for its supportive community and excellent working conditions, especially within the police department. As the Captain of the Field Operations Division, Juan supervises the Patrol Officers, Detention Service Officers, and Community Service Officers. His passion lies in mentoring new police officers and aiding others in their career advancement within the department. When asked what he enjoys most about the Gilroy community, Juan immediately noted the support and appreciation the Police Department receives from the community. Juan also expressed his gratitude for the deep sense of community in Gilroy, where people care about their friends, neighbors, and anyone who lives or works in Gilroy. Outside of work, John is a devoted supporter of his children's various sports and activities. His father, an immigrant from Mexico, stands as his role model, having instilled in him strong morals and values. For those considering a career in public service, John emphasizes the profound satisfaction that comes from making a positive impact in someone’s life, no matter the scale.

"Black people continue to be overrepresented at all levels of the Canadian justice system. According to the Correctional Service of Canada, nine per cent of offenders in custody were Black in 2020-2021, despite only representing about four per cent of Canada’s population. As community activists, we delve into the pressing issue of anti-Black racism in the Canadian justice system and how the implementation of Impact of Race and Culture Assessments (IRCAs) can reduce the over-representation of Black people in the justice system. When I was little, my grandfather---a journalist---kept stacks and stacks of the best magazines, every issue, going back for years, in his study. I remember walking past the physicalized legacy of the New Yorker, piled almost as tall as me, smelling the pages and eventually getting lost in the incredible stories inside. Never in my wildest dreams did I think I would be involved in building something that could make it into those pages. As someone who has experienced incarceration and successfully reintegrated into society, I firmly believe in our power and responsibility to prevent crime and reduce reoffending. It's time to put aside excuses and recognize the inherent strength we possess. Nelson Mandela's inspirational example continues to guide me. He chose a path that demanded immense courage and unwavering integrity. It's not about taking the easy way out; it's about embracing a challenging journey guided by principles greater than ourselves. I acknowledged my guilt, took ownership of my actions, and reclaimed my personal power. By doing so, I transformed my circumstances and overcame my past. It wasn't an instantaneous process, but it laid the foundation for a powerful transformation. I encourage all individuals who have experienced incarceration, and those currently in prison, to recognize and reclaim their personal power. Our past choices may have brought us here, but our future depends on the choices we make today. Together, we can contribute to building safer and healthier communities, one choice at a time.
