The regulatory environment of a Major Defense Acquisition Program changes throughout its life cycle, forcing generations of leaders to be custodians of arcane tribal knowledge. Programs make decisions on a variety of levels, in a variety of functions, across an enterprise, sometimes without a complete, common operating picture. They have oceans of data, walled off in functional silos. That data is often the product of obscure, opaque processes. The distinctions between Digital Engineering (DE), MBSE, and M&S are illusory. Terms such as ‘digital twin’ are often misused. Program managers do not have a clear value proposition. This paper explores how can a project digitally transform itself, by using principles of decision science, theory & methods of systems engineering, and practices from business program management, to engineer decisions. This cumulative case study describes the background, purpose, method, and conclusions from four projects. A project can create a digital twin of itself, by modeling organization processes, digitalizing documents, linking live cross functional data, and connecting decisions to data to process. A strategy prescribes the data model, that when populated is a shared Decision Support System with 1. processes that are transparent, 2. data models that are internally fluid and externally relevant, and 3. accessible decision aids. This repository is an enduring, usable body of knowledge that links management decisions to the data required, to the business processes that create it. A program digital twin engineers decisions: it identifies the likely decision points, the data required for those decisions, and the processes necessary to produce the data.
