According to the DPA, the framework is targeted toward privacy professionals and organizations that wish to implement facial recognition technologies. We often advise clients using such technologies for a.o. facility access security. The Dutch DPA states that controllers may be obliged (after conducting a DPIA) to request prior consultation due to the high residual risk to processing.
