#OpportunityZones came onto the scene with a lot promise and hype. #Chicago and #Illinois leaned into the intended purpose -- to bring capital to the most disinvested communities in the city and state -- but it looks like the capital went to elsewhere. More time and analysis will tell, but I worry that the incentive fueled gentrification in many places and subsidized real estate projects that most likely would have happened without the subsidy -- and did less to bring capital to capital starved places. Yesterday, the Senate Finance Committee released a new report on tax incentives for economic development and financing. Table 1 provides Opportunity Zone per capita investment by state as of 2022. #Illinois ranks second to last -- flanked by Iowa and West Virginia.
