#FridayFastFacts - East Hampton Building Code Update & Mount Vernon Tax News 📅 Effective January 1, 2024, East Hampton's Building Code has seen significant changes outlined in Resolution RES-2023-1330. Here's what you need to know: 🏗️ Certificate of Occupancy Updates: No new building or structure can be used or occupied, in whole or part, until a Certificate of Occupancy is issued by the Building Inspector. Upon any change in property ownership, an updated Certificate of Occupancy is required. However, exceptions apply: No update is needed if a Certificate of Occupancy was obtained within the last six months prior to the date of transfer. Transfers made solely for estate planning purposes, where property ownership transfers to a trust, LLC, or similar entity, and beneficial ownership remains unchanged, are exempt. These changes align East Hampton with other East End municipalities that require updated Certificates of Occupancy on property transfer. Additionally, please note that the new Mount Vernon tax changes have been temporarily suspended. Continue using the original tax form until further notice. Durango Herald: Property tax task force ‘determined to create a bipartisan solution’: The first step of big change for Colorado happened last week: the start of a bipartisan look at property taxes, attempting to outline plans for financial sustainability. After the fall of Proposition HH last month, the governor called for a special session of the Legislature, stipulating that we re-evaluate property taxes for the upcoming year, at least. We passed several bills lowering the assessment rate and saving renters from paying even more, but we also created the Commission on Property Tax to scrutinize how we determine our state’s taxes for years to come. Gazette: EDITORIAL: Pressure is on for property-tax relief: A state panel charged with finding long-term relief from Colorado’s skyrocketing property taxes had better not settle for a mere “Version 2.0” of the ineffectual relief-lite that was ginned up by last fall’s special legislative session. If it does, hard-pressed taxpayers are likely to give up waiting for the state to take meaningful action — and opt instead for a statewide ballot proposal to get the job done. … Stakeholder groups supporting a far-reaching alternative that could land on next fall’s ballot have urged the commission to come aboard. The groups’ pending citizens ballot initiative would roll back property assessment values and cap year-to-year increases thereafter. But as reported by the Chamber’s Sum & Substance, the bipartisan big tent represented on the commission doesn’t seem inclined toward such bold moves. It may be more inclined toward half-measures. Homestead Exemption - Don't Miss the Deadline to File! All legal Florida residents are eligible for a Homestead Exemption on their homes, condominiums, co-op apartments and certain mobile home lots. The exemption removes $25,000 off the assessed value of an owner-occupied residence and could provide up to another $25,000 additional exemption off assessed value over $50,000. (This additional exemption does not apply to school millage.) Not only does the homestead exemption lower the value on which you pay taxes, it also triggers the 'Save Our Homes' benefit which limits future annual increases in assessed value to 3% or less. The sale of the property, changes in ownership or changes to the property can cause the exemption and benefit to be removed or altered. (When a home is sold, the assessed value increases to market value for the next tax roll.) The deadline to timely file for a homestead exemption is March 1, 2024. Late filing is permitted through early September.
