The proposed rule with comment went on display at the Office of the Federal Register’s Public Inspection Desk on July 10, 2024, and will be available until the regulation is published on July 31, 2024. The comment period will close on September 9, 2024. If finalized, these changes would go into effect January 1, 2025. Extreme gratitude to our advocates at the National Association of Rural Health Clinic (NARHC) for their analyzation of the proposed rule specific to RHC’s and the related provisions to ensure that safety net providers can take full advantage of these requirements. A brief list is provided below while NARHC works to supply a full summary in the coming weeks while submitting comments on behalf of the RHC community. This looks interesting. Apparently in response to the revelation of use of polygraphy by "preferrred" evaluation and treatment centers which are endorsed by FSPHP and FSMB, on pain of licensure board reporting of noncompliance if physicians suspected of substance use (which is a "R/O diagnosis" in all physicians with any suspected health issues according to past FSPHP Pres Paul Earley https://lnkd.in/g647_pPx) do not "voluntarily" agree to take--- and pay for--- these psychologically intimidating and unreliable tests that are not approved for evidentiary use by any US court. So why on earth are docs subjected to them? Because the medical boards enforce whatever the PHP---and by extension their "preferred centers" such as Pine Grove---demands of physicians who do not know how to defend themselves legally from this well organized and highly lucrative scheme benefiting powerful and non-disinterested players: the Medical Regulatory-Therapeutic Rehabilitation Complex (MR-TRC).
