The #SOARAct will help fix the problems created by the Medicare Competitive Bidding Program, and of great importance to the respiratory care profession the SOAR Act will establish a service benefit to pay respiratory therapists to see oxygen patients outside the care facility and in their home which has never existed before under the DME benefit. The 3rd pillar of reform creates a statutory service element to provide adequate reimbursement for respiratory therapists to ensure patients have access to their expertise. The SOAR Act is good news for patients who require supplemental oxygen and for the #respiratorycare profession! The legislation is based on 4 Pillars of reform: 1. Ensure supplemental oxygen is patient-centric 2. Ensure access to liquid oxygen for patients for whom it is medically necessary 3. Create a statutory service element to provide adequate reimbursement for #respiratorytherapists to ensure patients have access to their expertise 4. Interesting facts... I was talking to a few people about our new Urgent Care service and even people with some knowledge of healthcare were surprised that not all 999 calls result in a transfer to hospital. In our region of 55% of calls attended are left with care or treatment taking place at home. Only 45% of calls attended are conveyed to hospital. Furthermore, 5% of 999 calls result in a no-send where an individual is advised they do not require an emergency ambulance. Several trials have taken place, delivering enhanced care with capabilities such as bedside blood testing. In some cases, adding these capabilities enabled a further 50% reduction in transfers to the emergency department. Our new Urgent Care at Your Door Service delivers Paramedic, or ACP-led care in the home with secondary review by a doctor, as well as point-of-care blood testing, lab testing with same-day results*, rapid diagnostics or referral to specialists in the private sector. We aim to convey less than 2% of patients to the Emergency Department, with the remainder being able to access (as good or substantially better) care in their own homes or via our network of partners including diagnostic imaging and private hospitals.
