This time in the European Parliament ✌️I focused on #LabourMarket challenges and the need to avoid #bureaucracy✂️ I was happy to represent the EESC Employers' Group in the plenary debate with EU Commissioner Ylva Johansson! I highlighted that #labour & #skills #shortages and skills #mismatches represent a major obstacle for #businesses to operate & #grow as well as our #competitiveness🆘 I mentioned the huge potential of #economic #migration and initiatives such as the #EU #Talent Pool💦 BUT to make it work we need to avoid the administrative burden on EU #employers when hiring 3rd country nationals! The lateral entry system, which allows experts from outside the government to join various ministries, has its merits. It provides a way to quickly fill urgent openings that require specialized knowledge beyond the traditional civil services domain. This entire matter erupted because of public and opposition concerns in the intent of the government. Some perceive the widespread adoption of lateral entry as an attempt to phase out existing public job opportunities. It’s essential to address this concern openly. Also, given the prevailing climate of crony capitalism, skepticism is natural. We need transparency and safeguards to ensure that appointments are based on merit, not favoritism. Does this mean we must never have private sector experts aiding some special operations in the public sector? The answer is a firm no. There are ways to engage and aid this solution through collaborative efforts. Instead of applying lateral entry across all ministries simultaneously, let’s be strategic. Reserve it for specialized roles or areas where external expertise is genuinely needed. Emphasize merit-based selection, rigorous evaluation, and transparency. Publicize the criteria for lateral appointments to build trust.Engage with stakeholders, including students and civil society. Seek their input on the lateral entry process, making it more inclusive and accountable. By fostering transparency, collaboration, and trust, we can make it a valuable addition to our governance framework.
The idea behind lateral entry into government is that expertise ,sorely lacking in the government bureaucracy, would be inducted into high tech areas requiring hands on technical experience. Many developed nations have been following this system with success. Unfortunately the move has now been felled by political debate which is to say the least,ridiculous.To introduce quotas into the lateral hiring system will be totally counterintuitive to merit based selection of expertise. It's important to point out the false narrative floated by the opposition to gain brownie points with 'quota' citizens.
