Things that will happen if construction hours in Kelowna are changed: - Worker safety will be jeopardized on hot Okanagan days - an early start means workers can avoid peak heat. - Projects will take longer to complete - This will lead to a longer period of time with construction noise in residential communities. - These delays will add costs to construction, making housing even more expensive. - If construction starts at the same time as the 'standard office day', you will be adding hundreds of vehicles to the road in peak rush hour. - Early construction starts means parents can get their kids to school or day care with minimal conflict. Pushing back start times will have an effect on families in the construction industry in this manner. Residential construction is the number 1 economic driver in Kelowna. Yes, infill construction will affect all neighbourhoods. When we have this discussion, we need to think about the greater good. What's more important: returning homes to the realm of affordability, or ensuring you can sleep in on a Saturday?
This week, a Kelowna Councillor Rick Webber put forward a motion to review the current bylaw legislating construction start times. As the voice of the residential construction industry, we believe that a review of this bylaw could jeopardize worker safety, delay new construction completions, and add furthers costs to housing due the slower pace of construction. Value Engineering (VE) once a mandatory in project construction will need to be reconsidered due to the time taken to VE and the rapidly rises costs now outstripping the value of the value engineering. Recent media attention has highlighted the rising costs of new developments and the financial challenges new homeowners face. However, these increases in costs are not limited to new builds; it also significantly impacts remedial works, especially in Strata developments. As a result, many Strata communities are postponing necessary repairs due to: 1. The exponential increase in costs over the past several years. 2. The implications of the Design & Building Practitioners Act, which has further escalated costs. Our advice to all Strata communities is not to delay essential works, particularly for waterproofing issues that could render properties uninhabitable. Costs are only expected to rise, not fall, and the health of residents should be paramount. Many Strata communities are experiencing 'Analysis Paralysis' when addressing issues like water leaks. Design Practitioners often recommend extensive repairs, akin to 'replacing the car for a flat tire,' which leaves Strata's in a difficult position. The recommended works often seem unreasonable, and the costs to undertake them can be unfeasible. Our recommendations are: 1. Do not delay necessary works due to cost concerns, especially when the health and wellbeing of residents are at stake. 2. Seek guidance from people who can help you navigate the Design & Building Practitioners Act, ensuring that repairs are fit for purpose and provide permanent solutions without unnecessary overhauls. We are currently assisting a number of Strata communities across New South Wales in navigating these types of works, so please feel free to call or email us for advice or assistance.
