There will be some upcoming major changes within Homeland Security Investigations (HSI) that have occurred over the last week and I wanted to share the news with you all: 1) HSI was recently granted “direct hire” authority which will allow us to cut through the red tape of the hiring process, to hire those with the essentials skills needed for the ever changing world of global investigations. 2) Yesterday, HSI implemented new career progression guidance that lays out the expectations of GS 14, GS 15, and SES leadership to include time limits in field and HQ positions. It also addresses foreign postings and internal rotations, as well as OPR and OFTP positions. This clearly lays out the path ahead for our current and next generation of leaders. Succession planning is key to the success of any organization. 3) HSI finally has received approval for stand alone branding and the www.HSI.gov website launched today. Anyone that has ever worked a criminal investigation will tell you that immigration authority or enforcement of Title 8 is a very powerful tool. HSI will continue to utilize this authority but hopefully, we will no longer be hampered by local and state law enforcement who are prohibited or reluctant to work with “Immigration.”

Did you know that the Joint Standing Committee on Foreign Affairs, Defence and Trade has recently conducted an audit of the Defence Industry Security Program (DISP)? The audit addressed how Defence can improve its contract administration, training, assurance, and compliance management of the DISP. The Australian National Audit Office (ANAO) and the Committee have made recommendations to improve contract administration, training, assurance, and compliance management of the DISP. Here are some of the key recommendations and Defence's responses: 1. Improved contract administration within the DISP. Defence has taken steps to enhance its contract administration processes. This includes refining procedures for administering contracts with DISP memberships and ensuring better compliance with DISP requirements. 2. Assurance of Compliance. Defence has strengthened its assurance mechanisms. This involves monitoring and verifying that industry entities contracted to Defence adhere to their security obligations under the DISP. 3. Managing DISP Non-Compliance: Defence has established an escalation pathway to address non-compliance effectively to ensure timely actions are taken when deviations occur. Overall, Defence has been proactive in implementing measures to enhance the effectiveness of the DISP, aligning with the ANAO’s recommendations and striving for robust security practices in collaboration with industry partners. Having trouble letting go of your past Military or Law enforcement life? Consider the following: When I stepped into the role of Security Captain at SeaWorld San Diego, I brought with me a wealth of experience from previous positions. My goal was clear: to use past wins and lessons learned from setbacks to improve our organization, streamline processes, and proactively address potential issues. However, one of my most significant challenges came early on and served as a crucial learning point in my journey. Shortly after I started, a sergeant and I uncovered potential timesheet fraud. With our access to the necessary software, we downloaded the video evidence and sent it to our internal investigations team. To our surprise, our director, a man of great integrity but influenced by his undying love for his law enforcement background, reacted with intense disapproval. He believed firmly in a strict separation between investigations and security operations, a perspective rooted in his past experiences. This incident was baffling and disheartening. Here we were, trying to protect the organization and uphold our responsibilities, yet our actions were met with ire instead of appreciation. The director's response created a rift between the investigations team and the security guard force, eroding the trust and collaboration we needed to function effectively. Reflecting on this incident over time, I came to understand the director's perspective. His law enforcement background shaped his belief in maintaining distinct boundaries between different operational units. However, his inability to adapt this mindset to our security environment highlighted a critical lesson for me: while it's essential to leverage past experiences, it's equally important to avoid bringing old loyalties and rigid frameworks into new contexts. From this experience, I learned the importance of clear communication and understanding different perspectives within an organization. I took ownership of the situation, explained our intentions, and ensured it didn't recur. This incident underscored the necessity of fostering a culture of mutual respect and collaboration, where every team member feels valued and trusted. #securitymanagement #police #military #transition

We had a very productive meeting with the representatives of the Ministry of Interior to discuss and review the draft of the Cooperation Agreement between the #MINGOB and APM Terminals Quetzal to strengthen the security and protection measures and mantain the standards on the port activities at the Container Terminal. For APM Terminals Quetzal it is important to cooperate and work jointly with the local authorities to mantain a safe and transparent operations.

The Paris MoU Committee has approved the 2023 inspection results and adopted new performance lists for flag States and Recognized Organizations at its 57th meeting. Effective 1 July 2024, and valid until 30 June 2025, the “White, Grey and Black (WGB) List” will present a spectrum from quality to high-risk flags, based on inspections and detentions over a 3-year period. The 2023 list includes 71 flags: 42 on the “White List”, 17 on the “Grey List”, and 12 on the “Black List”.
