What’s the solution? I know there are no easy answers but what steps can we take? I hear Jim Mullins comments about local EM not always knowing how to access federal resources. I hear the finger pointing to the feds saying you don’t pay attention to us at the local level. If both are true… where is the middle? Is it the state resources? Is it better training of local EM’s of the resources? Or maybe easier access to the resources? Is it a stronger mutual aid system? Is it a different approach to community preparedness… going from a “culture of preparedness” to a “culture of responsibility”? What are your thoughts? Hard questions for all of us.

In recent weeks, Dr. Peter Gleick, co-founder and Senior Fellow of the Pacific Institute, along with Senior Researcher Morgan Shimabuku, led an in-depth briefing for staff from USAID, the State Department, and The White House. This virtual session was attended by 85 staff members and centered on the Pacific Institute’s ongoing work on water conflicts. The briefing detailed the historical context of water conflicts over the past 4,000 years and elaborated on the three types of conflict: trigger, weapon, or casualty. It provided case examples, detailed causes of conflict, and discussed strategies for reducing the risk of water-related conflicts. The session underscored the crucial need to understand the drivers of water-related conflict, a first step in mitigating and preventing these events.
