🔵 An epidemic of #guncrime and #gangcrime continues in Sweden - 148 shootings reported so far this year - 20 of them fatal. 🔵 This new article from POLITICO explains how this issue is a politcial problem for Prime Minister Ulf Kristersson: https://lnkd.in/d_TBVB4x 🔵 The impact was felt in the UK again this month after two young men from North London were reported missing in Sweden and two bodies were found in Malmo having been shot and their car burned out. https://lnkd.in/dx92XZZr 🔵 Reuters reported on the issue recently, highlighting how boys from Sweden's youth homes have been drawn into the violence. A police officer is quoted as describing the youth homes as '𝙇𝙞𝙣𝙠𝙚𝙙𝙄𝙣 𝙛𝙤𝙧 𝙮𝙤𝙪𝙣𝙜 𝙘𝙧𝙞𝙢𝙞𝙣𝙖𝙡𝙨'. The article describes classic Child Criminal Exploitation. Any child can be the victim of #exploitation but being in care is a significant risk factor https://lnkd.in/dg8u-d-R 🔵 The minimum age for criminal responsibility in Sweden is 15 (as opposed to 10 in most of the UK) and those under 18 are very rarely sent to prison. As a result, there is an incentive for gangs to recruit children who are immune from prosecution to conduct shootings and other crimes. 🔵 In the UK, section 45 of the Modern Slavery Act provides a defence for victims of exploitation who commit offences on behalf of their abusers. However His Majesty's Inspectorate of Constabulary and Fire & Rescue Services (HMICFRS) have found evidence that the defence can perversely increase the risk of exploitation as offenders tell their recruits that they are immune from prosecution. It seems that children in Sweden may be falling into a similar unintended consequence. The Swedish government are reported to be considering reducing the age of criminal responsibility. 🔵 One tactic being used in Sweden to tackle the violence is the rollout of "security zones" where police can #stopandsearch without suspicion. A similar tactic is used in the UK: Section 60 of the Criminal Justice and Public Order Act gives police the right to search people without reasonable grounds. This can only happen in a defined area for a limited time when a senior officer believes there is a possibility of serious violence, or weapons are involved. #firearms #murder #police

I’ve learned that the UN Committee on the Rights of the Child considers the Minimum Age of Criminal Responsibility (MACR) should be at least 14. There have been proposals in Northern Ireland to raise it from 10 to 14. I’d be interested to know what those of you who work with children and young people think is in their best interests?

We became aware of the rise in gun violence in Sweden and how it spilled over into other parts of Europe and the UK in 2019, following the murder of Flamur Beqiri in London on Christmas Eve… on these recent figures , unfortunately the problem isn’t dissipating!
