From today, the UK's Biodiversity Net Gain requirement will come into effect, introduced as part of the Environment Act (2021), the #BNG requirement is a standardised approach to development, land and marine management that leaves biodiversity in a 'measurably better state than before the development took place.' BESS⚡️Shetland Lower Blackhill project consented on 21 February (up to 100MW). An interesting decision in that the accepted absence of biodiversity impacts removed the need for securing any biodiversity enhancement. Para 44 best articulates this 👇 and shows some divergence from new mandatory BNG rules down south. "Scottish Ministers conclude that it is not necessary or justified to impose a planning condition requiring mitigation of a non-effect by the enhancement of biodiversity and they reject the suggestion by the Planning Authority that such a condition is necessary." The counter-balance was the project did not benefit from support under NPF4 Policy 3 – whilst it may not have harmed biodiversity, it also did not conserve, restore and enhance it. Nevertheless the strength of policy support for BESS is such that the application was granted. The decision reaffirms that energy storage development is “essential infrastructure” in the eyes of Ministers that can effectively benefit from the same policy support as a wind or solar farm by virtue of its “indirect but significant contribution to renewable energy generation targets”.

We love to see the growing potential of solar farms as more than just renewable energy sources—they can also serve as vital biodiversity refuges and multiuse spaces. Solar farms can be thriving habitats for pollinators and wildlife, while also supporting agriculture. The challenge, of course, is there is no one-size-fits-all approach across ecosystems and municipalities. It's great to see a project that our company supported through development reach a point where it's not just producing power and doing what it was designed to do, but also showcase what the renewable energy industry is all about...! While ecosystem is typically viewed through a biological or environmental lens, and Bellflower Solar is an exceptional application of that, what struck me when I voted for Bellflower is how the #LightsourceBP development and delivery teams took an even wider, more holistic and inclusive approach to ecosystem. The team built partnerships at multiple levels locally, across the country, and industry, infusing its commitment and intent every step of the way. Add into the mix institutional partnerships that will objectively study, learn and share their findings so that ecosystem improvement initiatives like this carry beyond just one project or one portfolio of projects.
