📊House of Lords Committee Backs Skills Tax Credit Proposal📊 Emerging developments in the skills and training landscape! The UK House of Lords Industry and Regulators Committee has endorsed calls for a skills tax credit to boost employer investment in training. Sector Responds to Kings Speech The Labour government’s first King’s Speech has been broadly welcomed by the hospitality sector for introducing measures aimed at achieving a 6% annual growth potential. Main proposals include reforms to the Apprenticeship Levy and the planning system, which were major requests from industry body UKHospitality. (https://lnkd.in/e9qUMBmW Nicholls, Chief Executive of UKHospitality, said: “The next session of Parliament will be essential in kickstarting the growth needed to achieve the Government’s objectives. It’s positive to see significant measures announced today that can help hospitality achieve its growth potential of 6% a year. “With Bills addressing Apprenticeship Levy reform and improvement of the planning system, I’m pleased that key asks of UKHospitality are being delivered on and that our concerns have been heard loud and clear by the new Government. “With no mention of business rates in today’s King’s Speech, the autumn fiscal statement is now all the more important to drive the Government’s plan for national renewal and to show clear progress on delivering its manifesto commitment to fix the broken business rates system. Particularly as businesses are facing an end to 75% rate relief next April if action isn’t taken. “It’s pleasing to hear that the Government will deliver much-needed reform of the Apprenticeship Levy, a priority for hospitality businesses for years. Flexibility on how to spend funds through a new Growth and Skills Levy will greatly enhance training opportunities, as well as free up funding to support rollout of our successful skills pilot to help those unemployed into roles in hospitality. “Planning approvals have been in freefall since 2013 and has been one of the major barriers to business growth. I’m pleased to see the inclusion of this Bill to reform the system, putting growth at its heart. “A new system that delivers faster decisions can drive business expansion, create more homes and develop local infrastructure – all critical elements to regenerating of our towns and cities. “As a sector that provides jobs and opportunities for everyone across the country, hospitality businesses are passionate about how to make those jobs work for everyone. “Working mums, carers or students who are juggling jobs and busy lives every week want and need flexibility, and we want hospitality to remain the job of choice for them. There could be a skills/ industry shortage element added to the funding bands, for those areas with high,medium or low skill shortages or future predicted skill shortages. Lower funding or no funding for courses where there is no skill shortages or predicted shortages. If not the bands could just be funded higher for apprenticeships with industry skills shortages or future shortages. And promoted more effectively by Industry Training Boards.

MPAQ, as part of MPANZ, welcomes $10,000 apprentice incentive but urges government to prioritise employer support. 🚨📢 From 1 July, eligible apprentices will receive $10,000 in incentive payments to work in housing construction. MPAQ/MPANZ has welcomed this recent announcement, however, there is a need for additional measures to support businesses to take on apprentices, particularly through increased cash incentives and favourable tax policies for employers. This is a really useful and succinct summary of the aspects of the Kings Speech relating to FE. It will be interesting to see how this translates into practice and that devilish detail
No big surprises for FE and skills in the #KingsSpeech, but the direction of travel in the months to follow is now clear. The reform of the #apprenticeship #levy into a wider 'growth and skills levy' was nodded to, but the briefing document includes no detail on how this will be developed or implemented. Watch this space. However there's more meat on the bone in terms of the creation of Skills England. A 'Skills England Bill' will be brought to Parliament with the aim of bringing together 'businesses, providers, unions, Mayoral Combined Authorities (MCAs) and national government to ensure we have the highly trained workforce that England needs'. It will also aim to 'simplify and improve the skills system'; as many previous governments can testify, this is more easily said than done. The bill will pave the way for functions to be transferred from the IfATE (Institute for Apprenticeships and Technical Education) to Skills England. Its remit will include developing a 'single picture of national and local skills needs' in partnership with the Migration Advisory Committee, unions and the Industrial Strategy Council. Skills England will also consult on (and maintain a list of) levy-eligible training, and ensure this aligns with skills needs. It will also play the role of convening Combined Authorities and other key stakeholders 'to identify system issues and provide advice to Government'. What the briefing document makes clear is that the levy reform is going to take some time: Skills England will take the lead in administering the new levy, and it does not yet exist. There is also no mention of the plans for Technical Excellence Colleges - it will be interesting to see how quickly more details on these plans start to emerge. But one thing is plain to see: plenty of change is on the way in #furthereducation and #skills. LTE Group will be at the forefront of shaping this agenda.
