Last week I had the pleasure of participating as a speaker at the 33rd Arc Méditerranéen des Auditeurs Congress, celebrated in Torino, representing Bové Montero y Asociados. Several were the tax topics addressed during the Congress, ours, in particular, being (and, in Spain, what a topic that is), Inheritance Tax.
For those less familiar with Spain and its territorial organization, note that our country is divided into regions (Comunidades Autónomas) and that each one of those regions is fully entitled to determine essential aspects of Inheritance Tax, such as tax scales and bonifications. In other words, each Comunidad Autónoma is free to decide whether Inheritance Tax actually “exists” in its territory and, if so, to what extent.
This has led to a situation of genuine tax dumping between regions, with many Spanish taxpayers relocating to the territory of more tax friendly Comunidades Autónomas just for inheritance purposes. The same goes for non-resident taxpayers relocating to Spain, as the eventual “non-existence” of Inheritance Tax has made them choose those tax friendly regions (Madrid or Andalucía, to name two of them).

Si è svolto lo scorso 25 ottobre presso la Sede dell'Ordine il 33° Congresso Internazionale AMA - Arc Méditerranéen des Auditeurs, dal titolo "Non possiamo dirigere il vento, ma possiamo orientare le vele".
Gli argomenti trattati nel corso della giornata sono stati molti, tra cui: gli incentivi per l'attrazione degli investimenti e del capitale umano, un approfondimento sul tema dell'imposta di successione; le nuove sfide e opportunità del report ESG.
L'evento annuale organizzato dall'Associazione, di cui fa parte anche l'Ordine di Torino, è stata una bella occasione di scambio e collaborazione tra i colleghi e i professionisti di Italia, Francia e Spagna.
