California's new rule targets a 3% cap on annual health care cost increases starting 2029. Hit a record of $405 billion in 2020, California ranks as the 22nd highest in national per person health care spending. The 3% cap, green-lit by the Health Care Affordability Board, will be introduced gradually from 2025, phasing in at 3.5%.
