Serves as a co-leader/leader in the planning, analysis, development, and promulgation of BOEM regulations, information collection, external guidance and directives, and related policies, both independently and in consultation with BOEM Programs, Offices, Regions, Office of the Solicitor, and senior leadership. 2. Works to develop the BOEM regulatory policy framework and lends support to the governance of all Outer Continental Shelf management activities to include oil and gas, marine minerals, and renewable energy planning, exploration, development, and operations and related activities. 3. Provides effective and timely information and updates. Identifies issues, proposes solutions, ensures consistency, and promotes cooperative working relationships. 4. Contributes to the planning and preparation of the BOEM regulatory agenda. 5. Defines, interprets, and analyzes regulatory, legal, economic, and technical issues to document and to determine the extent of a regulatory gap or problem. 6. Supports the publication of BOEM materials in the Federal Register in accordance with the Document Drafting Handbook; and supports Federal Docket Management System (FDMS) administration tasks working with colleagues across BOEM. 7. Identifies, analyzes, and secures new and existing information collections and renewals in conformance with Paperwork Reduction Act (PRA) requirements, Office of Management and Budget (OMB) guidance, and BOEM and DOI processes.
