Homelessness in the UK is continuing to rise. A huge amount of resources goes into tackling homelessness at the point of crisis, and we know emergency responses cost much more than preventative ones. At Depaul UK, we take a holistic approach to support young people experiencing homelessness so we can address their unique needs, but to end homelessness for good we need systematic change. With a general election imminent, we are calling on the next government to commit to a strategy to end youth homelessness with an emphasis on prevention. Is a cross-departmental approach to tackling homelessness the way to finally tackle the increasing numbers of homelessness ❓ ️ In recent weeks we have read about homelessness charity Crisis calling for a cross-departmental unit to tackle all homelessness, similar to the one the previous #Labour government had in place for #roughsleeping. The last report was published in 2017, six months before the Homelessness Reduction Act 2017 came into force. The report recommend that HM Treasury should review and seek to simplify cross-departmental funding for homelessness and consider ways to incentivise government departments to support #homelessness prevention, to deliver better outcomes and improved value for money. It also called on the government to bring forward a cross-departmental strategy to reduce homelessness. What could a joined-up National approach mean ❓ ️ Having a joined-up national approach to both housing and homelessness may mean that councils can learn how to partner with housing associations to better use existing local housing supply to get families out of #temporaryaccommodation. On the flip side, we desperately need to build more #socialhousing to provide a long-term, sustainable solution to the housing and homelessness crisis facing the nation. The latest figures released by the Department of Housing, Local Government and Heritage show that the number of men, women and children in homelessness was 13,866 in March. This is an increase of 25 on the pervious month. Wayne Stanley, Executive Director of the Simon Communities of Ireland is calling on the Minister to implement the provisions of the Simon Homeless Prevention Bill to help slow the number of individuals and families entering homelessness. “The figures released by the Department today reveals a 16% year-on-year increase of men, women and children living in homelessness. At the end of 2014, the Department reported 3,738 people in homelessness. Today’s figures show an increase of 10,128 men, women and children in homelessness since then. That is a shocking figure. We have once again called on the Minister to implement the provisions of the Simon Homeless Prevention Bill to help slow the number of individuals and families entering homelessness. These initiatives, if effectively implemented, could finally get us ahead of this crisis and we may eventually witness a decline in these alarming numbers.” Read our press release here:

At the National Alliance to End Homelessness (NAEH) conference in March, I introduced the concept of personal benefit messaging. Traditionally, the messaging in the homeless sector has focused solely on how housing benefits homeless individuals. However, this approach has often led to resistance against supporting housing initiatives. We need to shift our messaging to highlight how the criminalization of homelessness leads to the growth of homeless encampments while emphasizing that housing is the only permanent solution to this crisis. (see the next post for an example)

The Government’s annual rough sleeper count found rough sleeping in Hampshire increased by 28% in 2022, this shows us that rough sleeping is rising in Hampshire faster than the national average Between April and June 2023, Governments statistics showed 2,020 households across Hampshire were assessed as homeless or threatened with homelessness and owed a homeless duty by district councils. Youth Homelessness is a complex issue - and it's not just a housing problem. Youth homelessness is so much more than not having somewhere to sleep. Young homeless people usually have complex needs and need to be supported with more than just accommodation to move on from homelessness. We believe that the only way to end homelessness is to start by ending youth homelessness. That's because many people who are sleeping on the streets today were homeless when they were younger as well. We have to step in early and support the homeless young people of today to prevent them from becoming the homeless people of tomorrow. During Homelessness Week (August 5 to 11), our report, '"Nowhere else to go", Young people's views of homelessness', was referenced in media coverage about Mission Australia's study on disadvantage experienced by young people facing homelessness. In 2023, children and young people aged 8 to 17 arrived alone at 'Specialist Homelessness Services' more than 1700 times. These services exist to help Tasmanians experiencing homelessness or in need of housing. On an average day in Tasmania, at least 2 children or young people make a request for help from homelessness services but can’t be assisted. This week, peak bodies and homelessness services around Tasmania have stressed the urgent need for stronger policy and program responses for children and young people at risk of or experiencing homelessness. Homelessness remains a pressing challenge in the U.S., with over half a million Americans homeless in 2024, many living unsheltered. The COVID-19 pandemic only worsened this crisis, but the U.S. Department of Housing and Urban Development (HUD) has made strides through expanded housing assistance and supportive services. 🔑 Key Initiatives Driving Change: 🏠 Emergency Housing Voucher (EHV) Program: Launched in 2021 and funded by the American Rescue Plan, this program provided 70,000 housing vouchers to individuals and families at risk of homelessness. PHAs partnered with local organizations to stabilize housing during the pandemic. ALL INside Initiative: Part of the All In: The Federal Strategic Plan to Prevent and End Homelessness, this initiative focuses on unsheltered homelessness in cities like Chicago, Dallas, and Phoenix. Results include a 12% reduction in homelessness in Dallas and a 24% drop in unsheltered homelessness in Phoenix. #FederalAction Medicaid Flexibility: States can now use Medicaid for services like housing navigation and behavioral health support, crucial for individuals with complex health needs. #HousingAndHealth 🚧 Removing Barriers: HUD has made housing access fairer by removing screening barriers tied to credit, criminal history, or evictions. This individualized approach ensures more people can break the cycle of homelessness. #FairHousing 🤝 Federal Collaboration: Increased collaboration between agencies like HUD, HHS, and the VA has led to impactful programs such as HUD-VASH, which supports veterans, and the Emergency Rental Assistance Program, which helped prevent evictions during the pandemic. #HUDVASH Looking Ahead: Sustaining Progress Ending homelessness is possible, but it requires sustained commitment from government, nonprofits, and communities. Today we recognize World Homeless Day to raise awareness about the lack of housing for those who experience poverty, discrimination, and do not have a place to live. Homelessness is a systematic issue that the Houston Housing Authority, and other organizations across the nation, actively works to resolve by providing affordable housing options for low to middle-income families. Houston has decreased overall homelessness by 20% since 2018, and housed more than 30,000 people since 2012 with 90% of those people maintaining long-term stability. We still have so much work to do in order to help everyone who needs a home and maintain the human right to stable housing. “It is imperative that people consider how essential our mission is, and take this day to recognize how crucial it is to support affordable housing in every community.
