In Sarasota Bay, we have instituted a management approach we call “biased towards action.” It is not without its critics, I can assure you, including citizens that think we are overly deferential to local governments and scientists who think we are moving forward without sufficient knowledge of the bay’s ecology. However, Sarasota Bay has had 30 years’ worth of studies and monitoring, including several pollutant loading models, at least three sets of water quality targets, and we now have several decades of work to draw conclusions on as to what we should be focusing on. Here are some conclusions: 1) not all nitrogen loads are equally problematic, 2) wastewater impacts are not eliminated by going to AWT levels of treatment, 3) over-application of non-AWT wwtp effluent can be a big problem, 4) going to AWT with 100% reuse is the goal, 5) stormwater retrofits are best if focused on large, rather than small watersheds, 6) increased assimilative capacity by more filter feeders is always worthwhile, and 7) public education on how to live a more bay-friendly lifestyle is key. Is it working? Yes, it is. We now have our best water quality at any time over the past decade, and we are seeing signs of an expected substantial increase in seagrass coverage. Most of the credit for this is actually due not to scientists like me, but the politicians who listened to us, and voted to proceed with massive and expensive infrastructure upgrades, and the engineers overseeing these projects. Pivoting from studying the bay to implementing bay restoration projects has been our priority, and it seems to be paying off, as described below.

So delighted at the progress this bill is making in #NewYork state - it only awaits the governor's signature! It establishes a "native plant seed supply, development and enhancement program." I especially like this part of the bill: "Increase the use of native plant seeds in public land management, roadside landscaping, reforestation, pollinator promotion, habitat restoration, regular groundskeeping and maintenance on state lands and other project as determined by the commissioners of the department, the department of environmental conservation, and economic development." This is the kind of action we need to save our pollinators, preserve biodiversity, and stand a chance of adapting as the climate changes. Environmental conservation programs are among the largest components of recent farm bills, according to a January 2022 report from the Congressional Research Service. Conservation efforts made up 7% of the 2018 bill — $60 billion out of an estimated $867 billion over 10 years, according to the Congressional Research Service. Every five years, Congress may reauthorize, amend or add to existing conservation programs. The Congressional Research Service estimates the yearly cost for these programs will top $6 billion as part of the next reauthorization. This research-based primer focuses on the benefits and costs of the Conservation Reserve Program, the longest running such program that is part of the farm bill.
