I really liked hearing from one of my first mentors in this space of large scale change - Dr David White. In this 25 minutes podcast he makes great points on how to improve the chances of large scale change. I am getting this book he just dropped! Some key thoughts I took away are that a company culture takes on aspects of the 'work' the company does and to change it you must look at the habits/routines/business practices --> "Interrogate your own success" to see what needs to change about the practices to change the culture.
