Debra Yudolph spoke at the Student Accommodation Showcase & Conference hosted by Property Week on ways to navigate the complex rental reform. Debra discussed how the proposed Rental Reforms excluded Purpose-Built Student Accommodation (PBSA). However, these rental reforms introduce notable changes for the student tenants in HMOs allowing for a two-month notice period and eliminating the initial tenancy term. This introduces operational risks for landlords in HMOs, including potential vacancies due to students leaving for various reasons mid-term. Concerns include disruptions to the traditional leasing process and the possibility of landlords exiting the market, leading to increased demand for PBSA. As a result, the industry will need to adapt PBSA designs to replicate the benefits of HMO living, acknowledging the evolving landscape of student housing. As we see Awaab’s Law being applied to Private landlords and not just Social Housing providers, we do have to be careful that we are not just being reactive. There is a general idea and use of words like “eradication” and “removal” when it comes to mould, one key aspect we tend to forget is that mould is ubiquitous.   Within the 24-hour response time are we being reactive or proactive? What can we do to future-proof property stock? How can we enhance customer experience? How can we do better on customer education around damp and mould? Interesting read. Would the extra supplies become oversupply for certain cities as we know the market trend in the last couple of years. Though some are definitely needing more . Nevertheless, Universities, even education providers are looking for substantial supplies which they can accommodate the needs of not only for academic studies but also semesters, summer terms, pre-sessionals. Market activity in the Midlands region in the second quarter of 2024 remains subdued as it struggles to recover from the numerous recent worldwide events that have contributed to the economic downturn in the UK as a whole, as well as the ongoing financial turmoil of Birmingham and Nottingham City Councils. Gleeds continues to support the Department for Education in delivering new schools and colleges across the Midlands as part of its national framework, as well as working with local authorities such as Warwickshire County Council on the delivery of seven schools via the SCAPE framework. Public sector clients are procuring their consultants more than ever via several frameworks open to them to speed up their programmes and avoid the need to tender to the market competitively. SCAPE is a prime example of this, where project teams can be built quickly and efficiently by a lead consultant.
