Solutions to housing affordability are difficult to achieve. Well intentioned efforts will only nibble away at a problem that is systemic, historic, and growing. The supply of affordable housing was seen as a legitimate government role in 1970. Between 1970-84, over 25,000 subsidized housing units were built in Alberta by the provincial government in partnership with CMHC. Alberta's population in 1985 was 2.4 million. In 1984, Alberta created the Alberta Mortgage and Housing Corporation. AMHC was created to assist low and moderate income Albertans in obtaining affordable housing. It provided interest rate relief and some additional housing. It was abolished in 1994, about the same time the federal government of Brian Mulroney reduced CMHC's mandate to a mortgage insurance program. In less than 10 years, homelessness began to be a common urban reality. Calgary agencies established the first 10 year plan to end homelessness in 2001 under Art Smith's leadership. This was followed by the City's plan in 2008. Ed Stelmach launched a similar provincial initiative in 2009. Unfortunately these plans did not address the underlying issue of limited supply of subsidized housing (rent geared to 30% of income). Sure, affordable projects were built but these could barely scratch the surface of the supply problem. Rents were 10% less than market rents. This did not address the real issue. Polievre's basic thesis puts the onus on cities to create more housing but affordability will only be met with direct Capital funding by government. The private marketplace will build the housing it can sell at a profit to the highest bidder. Affordable housing is also an income problem. Incomes are falling in relation to house prices. Alberta has the lowest minimum ($15/hr) wage except for Quebec, SK and NB, yet our housing costs are much higher than those provinces. Our population is now 4.7 million. An ambitious plan to create 5000 subsidized units per year for 10 years will be needed to address housing affordability in Alberta. Sadly, the UCP is moving in the opposite direction. They wish to divest of the subsidized housing portfolio. This will only make things worse. The UCP should use the Royalty Revenue it will recieve from the TMX pipeline for this. The pipeline was a gift from all Canadians to Albertans. Let's pass it on to people who need subsidized housing. One of the core constructs of unaffordable housing and the resulting homelessness problem that pervades our nation is municipal planning. Local policy is highly influenced by primary taxpayers whose voices ring louder in the ears of elected leaders. These voices too often sing the same chorus of NIMBYism, which produces artificial constraints on city planners. Such are the circumstances in this description of an English town that could easily be mistaken for any number of similarly situated American cities.
