Held at the U.S. Capitol Visitor Center, ICIT CEO Cory Simpson welcomed guests and provided opening remarks for today’s inaugural #ICITBriefing on the Center for FCEB Resilience. “It is imperative that Americans be able to access and fully leverage the infrastructure and services offered by the Federal Civilian Executive Branch. With the access required by so many, vulnerabilities are inevitable. There is a reason the most secure systems in the world have very limited access. Because the FCEB is vital and accessible, it is a rich target for adversaries seeking to degrade the United States domestically and abroad without running the risk associated with conventional and more direct kinetic confrontation.”   “Unlike the DoD and IC, which have consolidated oversight and budget authority in Congress with the HASC and SASC and HPSCI and SSCI, respectively, oversight and budget authority for the FCEB is diffuse, spanning multiple committees and subcommittees. Further complicating matters is the fact that we are living through volatile and uncertain times. A reality that, according to the Stockholm International Peace Research Institute, drove the largest global military spending in history last year at $2.4T. This trajectory of increased military spending within the U.S. and globally is not expected to change anytime soon. So, with diffuse Congressional oversight and tremendous budgetary pressures, the FCEB will be squeezed in ways that aren’t clear in the aggregate. To lift a phrase often used in a different context by Gen. (R) Paul Nakasone, but applicable here, it will be imperative that this initiative have “persistent engagement” with our Congressional leaders. We start today.” “The private sector must have a meaningful voice and vote for where we’re going and how we get there—after all, the private sector owns and operates the vast majority of #criticalinfrastructure. Our latest SSR Backgrounder, on private military and security companies (PMSCs), is out now. As actors within the #securitysector, PMSCs must abide with the same high standards of conduct as public sector institutions. Several international norms already contribute to the good governance of PMSCs, while a variety of policy tools have been designed to guide states in addressing these challenges. This SSR Backgrounder offers an overview of PMSCs' role in the security sector, as well as recommendations for improved governance. Taking a holistic approach to security sector reform will ensure that #PMSCs are more effective and accountable, both at the organizational and operational levels. Innovation in national security involves developing and deploying new technologies and methodologies to address security challenges. It strengthens the national security innovation base by enhancing military and economic competitiveness, ensuring technological superiority, and fostering collaboration between defense, academia, and entrepreneurs. This collective effort aims to solve complex security problems more effectively and efficiently, thereby safeguarding national interests.

The Department of Defense just released its first-ever National Defense Industrial Strategy (NDIS). Here are the highlights ⬇️ The 2023 NDIS is aimed to "modernize the defense industrial ecosystem." So, how does this affect me? If you are (currently or plan on) selling into these customers, make sure you align with their priorities, and continue to see where their focuses are. There are prioritizations that the DOD wants to focus on, ranging from examples such as developing a more resilient and innovative supply chain to investing in small and medium-sized businesses. NDIS's 4 Strategic Priorities --- Resilient Supply Chains --- Workforce Readiness --- Flexible Acquisition --- Economic Deterrence These are long-term strategies, where cooperation will be needed across the government, industry, and partners. Let me give you an example, in the Mitigate Cybersecurity Costs of Entry to Work in the Defense Industrial Ecosystem section, there are high barriers to entry for small and medium-sized businesses. No easy lift right? The DOD wants to utilize public-private partnerships, SBIRs, STTRs, and other programs to help businesses break these barriers and qualify to do business with them.
