About us
The Defense Security Cooperation Agency (DSCA) established the Defense Security Cooperation University (DSCU) in response to 2017 legislation. DSCU’s mission is to advance the knowledge and practice of Security Cooperation through the education, training, and development of the U.S. Security Cooperation workforce and through the education, training, and institutional capacity building of partner nations; and to produce research, analysis, and lessons learned that expand the intellectual foundations of Security Cooperation. DSCU strives to be the center of intellectual life for the Security Cooperation enterprise; we prepare a global network of professionals to achieve outcomes that enhance the security of the United States and its partners and allies. DSCU is a team of teams. Our geographically separated and cross-functional components work in concert to create synergies that benefit students, strategic partners, and the National Defense Strategy. In collaboration with the rest of DSCA, the University plans for and responds to the real-world challenges and requirements of those we serve. Join us in counting down to our October 22nd anniversary by discovering fascinating facts about the Institute and its rich history. #DidYouKnow The Defense Security Assistance Agency (DSAA), now known as the Defense Security Cooperation Agency (DSCA), founded ISG's predecessor — the Center for Civil-Military Relations (CCMR) — at the Naval Postgraduate School in Monterey, California, in 1994. The primary goal of CCMR was to assist newly emerging democracies in addressing the civil-military challenges of the post-Cold War world. CCMR’s motto was “Proven Experience in Building Partner Capacity.” In 2019, CCMR was reorganized as the Institute for Security Governance (ISG). Later in 2021, ISG was brought under the Defense Security Cooperation University (DSCU) umbrella. The primary goal of ISG is to strengthen the institutional capacity of partners and allies’ security sectors to advance U.S. national policy interests and address shared security challenges. Congratulations to 26 Locally Employed Staff (LES) members who recently completed DSCU’s week-long Intermediate LES Course, held for the first time at DSCU facilities in the National Capital Region. These LES members represented 17 different U.S. embassies from around the globe. LES members provide critical institutional knowledge and continuity and are valued cultural envoys. Facilitated and mentored by faculty from DSCU’s School of Security Cooperation Studies (SSCS) and Defense SCO Institute (DSI), the students learned through lecture, supported discussion and hands-on exercises to practice their skills. This NCR-based course built upon the basic LES course to provide a deeper and broader background in #SecurityCooperation management to LES personnel with increased responsibilities within a Security Cooperation Organization (SCO). Recently, Defense Security Cooperation University components, the Institute for Security Governance (ISG) and the Defense Institute of International Legal Studies (DIILS), conducted a combined Institutional Capacity Building (ICB) engagement with the Republic of Palau. The engagement focused on interagency cooperation in the maritime domain, specifically Palau’s capacity to prosecute violations of sovereign rights in the maritime realm. #DSCA #DSCU #DIILS #ISG #PAULAU #MARSEC #ICB

Integral to that vision are our faculty teammates. September’s #DSCUFacultySpotlight is Lynn Sylmar at DSCU’s Defense Institute of International Legal Studies (DIILS). Lynn has been an integral part of the DIILS team since 2022 and directly engages with partner nations through Institutional Capacity Building engagements. Specifically, Lynn instructs Law of Armed Conflict (LOAC) and Cyber Law. Lynn’s academic background includes both a Bachelor of Arts and Juris Doctorate from Florida State University. Lynn is an United States Air Force retiree with 28.5 years of service. As a component of DSCU, DIILS advances U.S. national security and foreign policy interests by building the legal capacity of Partner Nations to respond to shared security challenges in a responsible, accountable, and legally compliant manner through activities that promote the rule of law, enhance compliance with human rights and international humanitarian law, and support effective and responsible democratic governance.
