In Articles 47 and 56, The Hague Conventions of 1899 and 1907 aimed to end the profit motive for warfare, by prohibiting pillage — and theft of art, in particular. That was a bold and novel effort at the turn of a new century. Will its peaceful purpose survive the Nazism of World War II and denialism in the world of art today?

"It's not fair" concedes Grütters. Grütters explains why the German Ministry of Justice hides behind prescription laws. Prescription laws violate Germany's obligations under Article 56 of the 1907 Hague Convention to provide "legal proceedings" for the return of Nazi looted art.
