It occurs to me that high capacity factors, and absence of negative prices, both required for nuclear cost recovery, are on a collision course with deeper energy market shares of wind and (eventually) solar which cause deeper troughs in congestion-constrained regional net-of-intermittents load curves.. So the title on the DOE committee is intriguing in light of that. The bottom line question is: Do we make intermittent resources pay for the capacity they lack, creating a disincentive for further investment in them, or do we continue to punish Dispatchable capacity, further undermining the value proposition of system electricity for ratepayers? And your answer to that probably depends on whether or not you are a member of the church of climate change or not. I really think the rational response is that we have to put lowest system cost electricity Without any sacrifice in reserve margins at the top of the priority stack. As both a taxpayer and a ratepayer (coming out of the same bank account) I am hopeful that federal and state regulators and regional market operators’ market design folks agree with the rational choice and do far more than stand idly by.
