Kudos to my teammate Lauren J. Smith on the release of Center City District's 2024 housing report, the first research product I've had a chance to support in my new role. 5 key takeaways: 1) Net migration is still positive in Greater Center City: while the city overall has seen some modest population losses since COVID, the 8 zip codes in the city's core have seen positive migration in 2021, 2022, and 2023. 2) NY continues to drive migration: while more than half of inbound residents to Greater Center City came from elsewhere in PA, 15% of all movers came from New York. 3) 2,844: the number of housing units completed in Greater Center City in 2023 (the highest total of the last five years) 4) 7,181: the number of housing units in progress across Greater Center City (which if delivered in 2024 and 2025 will give us new record highs). 5) Population and housing production keeping pace: Since 2011, Greater Center City's population has increased by 26%. Excited to share the release of a new report focused on reforming the Housing Choice Voucher (HCV) Program’s inspection process. This collaborative effort between Michael Stegman of the Urban Institute and myself aims to address a critical challenge facing the program. The HCV program plays a pivotal role in ensuring access to affordable rental homes in the private market for more than 2.3 million households with limited incomes. However, difficulties in attracting landlords to participate in the program have led to the inability of many families to use their voucher and secure an affordable place to live. This report presents a range of policy options to reform and streamline the unit inspection process, which has proven to be a significant deterrent to landlord participation. Inspection process reform is essential to enhancing the effectiveness of the HCV program and improving outcomes for voucher holders. 🚨 Concerns Over FCC's Proposed Changes to Multifamily Broadband Billing 🚨 As steadfast advocates for the multifamily industry, we are deeply concerned about the FCC Chairwoman Jessica Rosenworcel's recent proposal to eliminate bulk billing arrangements for broadband services. While the intention is to increase competition and choice for tenants, this policy could have unintended negative consequences, potentially undermining the very fabric of our sector. Bulk billing provides numerous benefits, including competitive pricing and the ability to tailor services to community needs. Moreover, it does not, by its nature, prohibit other providers from serving these areas. The claim that bulk billing stifles competition is misguided. Removing it might lead to an unfortunate scenario where only major service providers dominate the market, ones who historically may not prioritize investment in infrastructure for underserved areas. This misinformed push towards eliminating bulk billing could dismantle established systems that, in fact, benefit tenants, especially in low-income and tribal lands where options are already limited. The rich competition and infrastructure investments fostered by the current model could be replaced by a monopoly that leads to higher prices and reduced service quality. Let's raise our voices to educate and inform policymakers about the realities of the multifamily broadband market. We must advocate for regulations that nurture an ecosystem supporting diverse, affordable, and high-quality broadband options for all tenants. We urge those involved in #MultifamilyHousing to join the conversation and protect the interests of our communities. We cannot afford to let an ill-advised policy threaten the strides we have made in connectivity equality. For years the US has been suffering the effects of a growing nationwide housing affordability crisis. One critical part of the solution is more housing units. Florida's Live Local Act, signed into law in March 2023, is a huge step towards meeting demand for housing by allowing dense residential development of affordable and workforce housing on commercial- and industrial-zoned properties throughout the state. While the law isn't perfect, it's a massive step towards resolving this issue. Metro Phoenix is grappling with an affordable housing crisis, prompting calls for a wide range of solutions. Arizona State University research reveals a shortfall of 270,000 housing units in the state, with limited rentals available for low-income households. The proposed solutions involve expanding tax credits, waiving impact fees, and revisiting zoning regulations to allow more variety of home types in areas previously restricted to single dwellings. The "Home Is Where It All Starts" initiative aims to put faces to the growing number of people who are priced out of homes in Arizona, and educate the public on the necessity of building more affordable homes in a range of sizes and types. Efforts to bridge the digital divide are gaining momentum in Massachusetts, but there's still more work to be done. In a recent op-ed in CommonWealth Beacon, our President & CEO Jay Ash highlights the progress made and the challenges ahead in ensuring equitable internet access for all residents, particularly those in affordable housing. Massachusetts has taken significant strides in digital equity, completing its first digital equity plan and witnessing over 80 cities and towns launch their own initiatives. A key focus has been on addressing the lack of high-speed internet in affordable housing units, where outdated wiring and cost barriers have left many residents disconnected (we addressed this in a report we released with MassINC last year). One innovative solution is the Massachusetts Broadband Institute's (MBI at the Massachusetts Technology Collaborative) residential retrofit program, funded by the state's American Rescue Plan Act allocation. This initiative aims to bring state-of-the-art fiber-to-the-unit networks to affordable housing developments, with $22 million committed to wiring 22,000 units. The response has been promising, with over 50 property owners expressing interest in just the first month. Additionally, the apartment Wi-Fi program offers free public Wi-Fi installations in multifamily residential buildings, significantly increasing internet use among residents. However, sustaining these initiatives will require ongoing support, including funding to cover operating costs and workforce development for installation and maintenance. To maximize impact, Massachusetts is exploring sustainable funding models and advocating for changes to procurement laws to streamline the process. These efforts align with broader goals of equity and opportunity, reflecting a commitment to address systemic inequalities underscored by the COVID-19 pandemic. As we continue our journey toward digital inclusion, collaboration and innovation will be essential. Together, we can ensure that access to high-speed internet is not determined by zip code or income level. Super boring. Super academic. Super important. Here's why: HOUSING CHOICE VOUCHERS ARE USED BY US VETERANS AND TEENS LEAVING FOSTER CARE. It's tough enough being an injured Veteran or a young adult freshly kicked out of the foster care system (the day you turn 18!) with little to no real stability, education or support. Overall only 60% of those receiving HCV's use them after an average wait of about two and one half years to receive them. We must do better. #Housing is a #human agenda.
While housing choice vouchers provide significant benefits to households who successfully lease homes with their vouchers, many recipients fail to do so. Understanding more about lease-up rates is critical, yet the latest national study was published over two decades ago. In a new paper, "Race, Space, and Take Up: Explaining housing voucher lease-up rates," NYU Furman Center Faculty Directors Ingrid Gould Ellen, Katherine O'Regan, and Doctoral Fellow Sarah Strochak use unique administrative data to estimate voucher lease-up rates and search times. Overall, only 60 percent of recipients successfully use their vouchers, even after waiting for two and a half years on average to receive them. The authors also found that lease-up rates are lower in tighter markets with older homes and more rent dispersion, and within markets, voucher recipients of color are significantly less likely to lease up. https://buff.ly/48gsE6y
