The residents' strike is causing disruptions in emergency rooms and other medical departments, leading to concerns about how the hospitals will continue to operate. The government has pledged to ensure that emergency rooms operate normally, but the impact of the protest on patient care is becoming increasingly severe. “If you have a fever at night or on weekends, come here”… ‘Fever Clinic’ in operation due to surge in COVID-19 cases The government is responding to a surge in COVID-19 cases leading to increased visits to emergency rooms by opening night and weekend fever clinics at public hospitals and designating cooperative hospitals for inpatient treatment of COVID-19 patients. The Ministry of Health and Welfare reported that over 95% of recent emergency room COVID-19 patients have moderate or lower severity, making them suitable for treatment at local hospitals instead. To alleviate pressure on emergency facilities, the government plans to utilize existing medical infrastructure, including designated inpatient and emergency treatment beds. Despite some emergency medical institutions temporarily restricting treatment due to a group action initiated by doctors, only about 1.2% of these facilities were affected. Most emergency rooms are resuming normal operations. The Ministry highlighted that emergency departments across the country still have centers operating without restrictions, ensuring continued patient care. Ongoing collective action by doctors has resulted in fatigue among medical staff, complicating emergency services. The Ministry noted the rise in emergency medicine specialists but also the significant turnover of residents contributing to treatment challenges. As a response, government measures have included financial incentives to ease emergency room overcrowding. Corona hits on top of medical vacuum… “We are helpless if the number of critically ill patients increases” The resurgence of COVID-19, coupled with a prolonged medical vacuum caused by an increase in medical school enrollments, has led to a significant decline in the capacity for emergency and critical care in South Korea. Emergency departments are facing challenges in accepting patients, with reports indicating that the number of admitted patients has decreased by half due to a shortage of medical staff, including emergency medicine professors resigning due to burnout. The number of COVID-19 patients has surged, causing emergency rooms to overflow with critically ill patients, while general hospitals are unable to accommodate them adequately. There is growing concern that the inability to provide timely treatment to vulnerable populations will exacerbate health crises. Additionally, the training of new doctors is impeded by the current situation, compounding future staffing issues. Local governments in impacted regions are increasingly requesting assistance to address the strain on medical resources. Even if doctors vote for a general strike in favor of a strike, the possibility of collective action remains unknown. The Korean Medical Association (KMA) held a vote on whether to go on a general strike to oppose the government's plans to increase the number of medical school admissions. The results of the vote have not been disclosed, but it is believed that many votes were in favor of a strike. However, a strike is not expected to be easy due to negative public opinion. The KMA has stated that the purpose of the vote was to confirm the opinions of its medical members and there are no plans to change their principle of non-disclosure. The KMA is urging the government to reach an agreement with the medical community and plans to continue dialogue. Public opinion is overwhelmingly in favor of increasing the number of medical schools, making it difficult for the KMA to justify a mass closure. The KMA is currently facing a different atmosphere compared to last year when a mass shutdown occurred, and there is a lack of internal momentum.
