When gauging one's performance, you need to take the situation into account. Is the team understaffed? Is the team constantly having to dive into new-to-them domains? Outside forces impact their cadence? When reviewing a person, can you think of someone that you worked with in the past who would do a better job given the situation? What behavior or skill set did they have that helped them succeed more than the person you're looking at right now? Maybe they're the best you've worked with.
