🔵 Bulgaria and Cyprus receive 50 EUR million #EUfunding to upgrade external sea borders 🌊 ➡ Bulgaria will receive EUR 20 million for the upgrade of the Integrated Surveillance system “Blue border” with new radar devices, thermovision and daylight long range cameras. ➡ EUR 30 million will be allocated to Cyprus to strengthen the capabilities of their radar surveillance system. 🔎 These upgrades will strengthen the capabilities of the European Border Surveillance system (EUROSUR) which is a framework for information exchange and cooperation between EU countries and Frontex. 🔎 Today, all 29 Frontex Baseline Assessments 2024 are delivered to our colleagues in the EU and Schengen countries. 📝 These reports, intended for senior decision-makers in national border guarding authorities and their respective oversight bodies, analyse the capacities and readiness of border control in each country. The assessments are based on significant amounts of data delivered to #Frontex by the very Member States, a subsequent scrupulous examination by the Agency plus extensive consultations between our partner border guard authorities and Frontex analysts. 🎯 Issued since 2017, the reports might establish so-called vulnerabilities in specific areas of border control, for example border checks or border surveillance, but also confirm those fields which work well. As follow-up to the assessments, Frontex may recommend targeted remedial actions to be taken in limited periods of time. In parallel, Frontex may offer targeted support to Member States. All this work is geared to a shared objective: making the European Union’s external borders fit for the current challenges.

I am glad to contribute the article "Crafting Markets of Exclusion: Frontex and the border security sector" to a new special issue on migration industries in the journal Mondi Migranti. In the article I examine how the EUs Border and Coast Guard (#Frontex) interact with #military industrial actors in order to generate and develop markets for #border control and #technologies, focusing on three cases: The European Border Surveillance System (#EUROSUR); #drone surveillance of #pushback operations in the central #Mediterranean; and the #deportation infrastructure under the #EU-#Turkey collaboration. Colleagues are also contributing to the special issue with analyses applying the migration industry perspective on the politics and practices of mobility/immobility, on so-called smuggling, on regularisation, and on the island of Lampedusa. Honored to attend the #CCHT Anti-Trafficking Symposium to learn new techniques we in aviation can do our part to reduce transportation’s role in trafficking. According to #IATA, “Data from cases that IOM assisted over the last ten years show that nearly 80% of international human trafficking journeys cross through official border control points, including airports.” By reducing transportation’s role, we should be able to make a large impact in the overall reduction of human trafficking. #humantraffickingawareness #humantraffickingprevention #aviation #airports

#Latvia intends to complete the construction of the fence on the border with Belarus by the end of July. #Delfi reported on this. This year, the work along the water bodies and infrastructure along the entire section of the interstate border continued intensively and is now in its final stage. In the next month, less than six kilometers of fencing along the territorial waters remain to be built. The necessary infrastructure is currently being built on the land areas where the barriers have already been constructed. As part of the first stage, 21.94 kilometers of patrol lanes for passenger vehicles and pedestrian bridges have been built. The construction of 1.75 kilometers of pontoon patrol lines has also been completed. In addition, six observation towers and access roads are planned to be built this year along a 16.7-kilometer stretch of the #Daugava River on the Latvian-Belarusian border. Currently, three towers are already under construction, and two are undergoing preparatory work before the start of construction. These towers are part of the national surveillance system of the external land border, which is being created to effectively protect Latvia’s borders and ensure national security interests. Work on this stage is scheduled to be completed in the spring of 2025. Constructing a 112-kilometer fence on the Belarusian border was completed in 2023. Also, last year, a 30-meter tunnel was put into operation, which significantly facilitates border control in the area where the border crosses the railway line. In March of this year, the #Latvian government approved a plan to construct fortifications on the country’s eastern border. The plan to strengthen the eastern border and counter enemy troop mobility is part of the #Baltic Defensive Line initiative, which covers the entire length of the Latvian border with Russia and Belarus. At the end of April, the construction of fortifications began in the east of Latvia. #Finland plans to build 200 kilometers of stationary fences on the border with Russia by the end of 2026. Yle reported on this. The construction of barriers on the Finnish-Russian border is currently proceeding as planned. Construction is taking place in the #Nuijamaa and #Vainikkala areas. The fence will be 17 kilometers long. Erkki Matilainen, the Finnish Border Guard’s project manager, also stated that over 50 kilometers of the barrier zone in southeastern Finland, North Karelia, and Kainuu had been cleared of trees. In addition, some changes were made to the original fence design: the fence will be half a meter higher, about 3.5 meters high, and the fence network will be denser. The modernization was due to the experience gained from the previously constructed fence at the test site. Preparations for the construction of the first section of the fence on Finland’s border with Russia began in February 2023, and the construction itself began in April. The first section of the fence, about 3 kilometers long, was built near the checkpoint near the town of Imatra. Based on their experience in construction in this area, the Finnish authorities wanted to test whether the fence would withstand winter frosts, snow loads, or a possible influx of migrants from the east. The fence will be made of steel mesh, and barbed wire will be installed on top of it. It will be equipped with video surveillance and floodlights. The barrier fence will be a new and vital part of border control and will strengthen Finland’s preparedness for hybrid security threats, such as a potential massive influx of migrants. 200 km is about 15% of the entire length of the Finnish-Russian border, which is almost 1,300 km long. According to the Finnish authorities, the expected cost of building a fence on certain border sections with Russia will take three to four years and cost the Finnish budget more than one hundred million euros. https://lnkd.in/d3wgw3Gf

#Poland will spend more than $2 billion to strengthen its border with Russia and Belarus. The eastern border of the country is being strengthened as part of the plan, dubbed “East Shield”. Polish Prime Minister Donald Tusk announced this on Saturday. “The plan will include the construction of new fortifications, fences, changes in landforms and special forestation along 400 kilometers of land border”, Bloomberg writes. “We have decided to invest 10 billion zlotys in our security, and above all in a secure eastern border. We are starting a major project to build a secure border, including a system of fortifications as well as landscaping and environmental decisions that will make this border impossible for a potential enemy to cross,” Tusk said. He added that the Polish government had already started funding relevant projects at the border. The announcement of this plan came amid another wave of attempts to cross the border by illegal migrants from Belarus. To counteract illegal border crossings, in 2022 Poland built a 5.5-meter-high, 187-kilometer-long protective barrier on its border with Belarus. The wall is equipped with electronic devices that detect trespassers and send out signals about attempts to cross the border. The EU is co-funding a vast "electronic barrier" running between Poland and Belarus. Nearly 172km long, the "electronic barrier" will include: • 1,800 camera poles • approximately 4,500 day-night and thermal imaging cameras • special sensors to detect "various physical features of objects." The Border Security Report says this will "ensure detection of incidents related to border crime, in particular illegal migration and smuggling of goods" It will be part-funded by the Integrated Border Management Fund, which you can see details of in our report with the Transnational Institute. As we wrote last year, the EU Commission refuses to pay for fences or walls (for the time being, at least), but: "they will provide generous amounts of funding for surveillance gear and other equipment that goes on and around fences." These surveillance systems, databases, biometric identification techniques and information networks have been deployed for decades. They are also connected with invasions of privacy and brutal violations of human rights. Close bilateral coordination between the border management forces of Vietnam and Cambodia has helped maintain security and safety along the shared border. In a recent review, it was evident that the joint border patrols between Vietnamese and Cambodian border guards have played a significant role in firmly protecting the borderline and border markers of both sides. The two countries will continue to cooperate to complete their assigned tasks and control criminals from crossing the border. Last year, the border guards of Tay Ninh province in Vietnam made significant busts, including a ring of cross-border drug traffickers. To further enhance bilateral cooperation, the two sides plan to review and sign coordination programs and establish twinning relations between border protection and management forces. SECURITY: Frontex provides record reinforcement to #Paris airports to support #Olympic and #Paralympic Games The European Border and Coast Guard Agency, #Frontex, is providing a record number of officers to support French law enforcement in ensuring the safety and security of the 2024 Paris Olympic and Paralympic Games (Paris 2024 - Comité d'organisation des Jeux Olympiques et Paralympiques de 2024). Between July and September, an average of 230 Frontex officers will bolster the efforts of French authorities in border management. These officers will primarily be deployed as border guard officers to perform first-line checks on #travelers crossing the external borders at key locations, including international #airports.
