Staying Ahead in Sustainable Packaging: Insights from the BCMPA Webinar
Victoria Pittman, Head of Client Services and Business Development at Granby, recently attended the "Getting to the Root of Packaging Regulation for Contract Manufacturers + Packers" webinar, organised by the BCMPA and delivered by Tracy Sutton and Hannah Worthington of Root Advisors for Sustainable Packaging. This event provided a comprehensive summary of the global policy landscape for packaging, including the latest on the EU Packaging and Packaging Waste Regulations (#PPWR).
What is PPWR? The Packaging and Packaging Waste Regulation (PPWR) is a revision to the Packaging and Packaging Waste Directive (1997) aimed at aligning with the EU’s Circular Economy Action Plan. The new regulations build upon existing legislation and introduce new obligations for all members of the packaging value chain.
Key elements of PPWR changes are for there to be a harmonising of fragmented rules, making requirements more concrete and enforceable;
Reducing virgin material use, particularly plastic (Granby banished plastics in 2022);
Minimising the environmental impact of packaging throughout its lifecycle;
Helping consumers understand packaging composition, origin, and disposal methods and scaling up circular infrastructure for reuse and recycling.
PPWR Targets are to reduce packaging waste per capita by 5% by 2030, 10% by 2035, and 15% by 2040, and set uniform targets across all EU Member States, regardless of packaging material.
PPWR was approved on 24 April and will undergo a legal review before being transposed into the EU Journal (expected Nov 2024). An 18-month transition period will follow, the likely date for enforcing measures is some time in 2025/26.
So, what are the implications for the UK? Despite potential changes in in the UK Government next week, UK manufacturers and producers are expected to align their packaging with the new EU legislation to ease manufacturing burdens and ensure compliance.
Victoria found the event particularly informative, stating, "In our industry, lead times and project planning can often span 6, 12, 24 months or even longer. It's crucial to stay ahead of regulatory changes to ensure compliance and to leverage these changes for our client’s business."
