Carsten Busch has performed a very thorough analysis of the work of H.W. Heinrich. Next to other highlights, like the discussion of his domino model and the accident triangle, I really liked the discussion of management’s role in safety. According to Heinrich, safety should be an integral part of overall management, rather than a responsibility solely assigned to a separate safety department. Early safety movements involved safety committees, including both workers and management representatives, to enhance workplace safety. Heinrich, however, emphasized integrating safety into everyday work and management functions. Heinrich argued that safety, production, efficiency, quality assurance, and management principles align and complement each other. He believed that safety should not be a parallel organization but should be seamlessly integrated into routine work. Heinrich consistently stressed that effective safety measures align with methods promoting economy, increased production, and greater profits. Heinrich downplayed the role of safety committees and focused on management's responsibility for safety. He argued against creating a separate safety organization and advocated for merging safety into routine manufacturing and maintenance work. Heinrich's approach differed from the early safety movement's "Safety First" slogan, as he sought to integrate safety seamlessly with other organizational objectives. Integrating safety into normal business operations may explain the progress in occupational safety. However, some organizations still treat safety as a "side-show," necessitating ongoing efforts to align safety objectives with overall organizational strategies. Heinrich emphasized the role of management in approving, initiating, supporting, and controlling safety measures. He outlined seven key requirements for safety management systems: 1. Management approval, initiation, support, and control. 2. First aid, authorized medical, and hospital care. 3. Appointment of one person to direct the work in detail. 4. Committees and sub-committees as necessary. 5. Periodic survey of operations and equipment. 6. Selection, instruction, training, and supervision of personnel. 7. Recording and investigation of accidents, including corrective action. Heinrich's focus on practicality and common sense in safety management is a long way from the safety bureaucracy that critics critique him for.
