The NSA Has a Long-Lost Lecture by Adm. Grace Hopper: The NSA has a video recording of a 1982 lecture by Adm. Grace Hopper titled “Future Possibilities: Data, Hardware, Software, and People.” The agency is (so far) refusing to release it. Basically, the recording is in an obscure video format. People at the NSA can’t easily watch it, so they can’t redact it. So they won’t do anything. With digital obsolescence threatening many early technological formats, the dilemma surrounding Admiral Hopper’s lecture underscores the critical need for and challenge of digital preservation. This challenge transcends the confines of NSA’s operational scope. It is our shared obligation to safeguard such pivotal elements of our nation’s history, ensuring they remain within reach of future generations. While the stewardship of these recordings may extend beyond the NSA’s typical purview, they are undeniably a part of America’s national heritage...

It's said the "We've always done it this way" thinking is the biggest threat to innovation, but I believe there's a close 2nd, and that's the "bounded rationality" of knowledge generation and innovation. I find this to be especially true in large Gov agencies. Limited time (hot Congressional taskers, FOIA requests), limited resources (fill rates, long time to hire etc.) and especially limited awareness of alternatives (lack of visibility of agency projects, lack of technical diversity, etc.) are what narrows the bounds of Gov agency's rationality in problem solving. This means similar solutions sought, similar ideas funded & similar consultants brought in. This is not because "They've always done it this way" but because inadvertently agencies have created organizational rigidity (limited time, resources, awareness) that narrows the bounds of what's considered rational problem solving. To widen those bounds, especially the limited awareness of alternatives, encourage your Gov agency to 1) Document their work and 2) Submit their technical reports, manuscripts, assessments, etc. to the Defense Technical Information Center (DTIC) or the National Technical Information Service (NTIC), services that help Federal Agencies collect, preserve, disseminate, and use scientific and technical knowledge. https://discover.dtic.mil/

If I could summarize last week's Internet Identity Workshop 38 with one word, it would be "convergence". Convergence towards effective standards and rails for the next broad wave of identity, Verifiable Credentials - or Reusable Identity in less technical quarters. IIW is an incredible and very effective space. It is a participant-led "unconference" with no speakers, no keynotes, and no panels. All sessions are breakouts, and the topics are chosen and led by participants. If you are deep into identity, IIW is for you. Otherwise, maybe not so much😎
