State Medicaid agencies often face challenges in finding and retaining employees, particularly senior leaders. Most senior Medicaid leaders are promoted from within, making the development of a pipeline of rising leaders essential for agency health and resilience. Medicaid agencies also increasingly recognize the need to better support the advancement of staff with backgrounds and identities that reflect communities served, including staff with personal experience with Medicaid or another publicly financed program. This report, based on interviews and a national survey of Medicaid staff, explores the perspectives of Medicaid staff on the availability and importance of leadership development strategies for cultivating a diverse pipeline of Medicaid leaders. Centene and Humana are both making significant changes to their Medicare Advantage strategies for 2025. Centene's WellCare subsidiary will exit six states, impacting around 37,300 members. The decision is part of a broader strategy to refocus resources and improve the company's performance amid decreasing MA enrollment. Meanwhile, Humana will pull out of 13 MA markets, affecting about 560,000 members. This move is intended to enhance profitability by leaving markets that are not expected to be financially viable.
