I started looking at #climaterisk on the #FreddieMac Single Family (SF) loan level dataset. The chart below shows delinquent unpaid balance (UPB) on loans originated in 2010 in the state of Texas. The red line comprises all 30, 60, 90-day and plus delinquent, which reached 2.5% if the aftermath of hurricane Harvey and 6.5% during the COVID-19 pandemic. The green line tracks the loans whose servicer reported a hardship due to disaster (this flag started in 2014) and the black line is the 90-day and plus portion of the overall delinquency line (red). The chart shows the relative importance of the two natural disasters at the state level. The same chart restricted only to Houston Greater Area shows very different relative importances. The Freddie Mac dataset is very detailed, and in the next days I expect to be able to show the effects of forbearance and loan modifications in loan performance.

The recent tornadoes makes this info important for disaster recovery and emergency kit. For anyone that has their home (owned or rented) damaged or destroyed by a natural disaster can be eligible for the 203H program. 203H loan goes into effect when FEMA or the President declares an area a disaster area. Home owners and renters can use this program to rebuild and repair their home. This loan can be used to move outside of the disaster zone, including out of state! If you don’t qualify for this loan check your state’s housing authority/assistance for other programs. For instance, Florida has a “Hero Loan” for first responders, armed forces, educators and other public servants and the “hardest hit” program. This is a few 203H Loan qualifications: - 620 FICO credit score “overlays” can be excused such as missed payments and work due the the disaster. - House repairs and rebuild has to be deemed necessary. - Mortage insurance maybe required Eligible Properties: principal properties such as PUD, one detached units and FHA approved properties. Loan Terms: purchase and refi with 15 & 30 year fixed. No adjustable rate mortgages. Ineligible properties: commercial real estate investments, condos, timeshares, manufactured/ mobile homes, co-op’s and 2-4 units.
