Well, this has certainly been a controversial issue, testing the powers and controls of local and state governments, particularly in the context of housing. The truth is that this site, and many others like it, have to be considered as Gold Coast’s population grows. The question is, what will it look like, and how can we best involve the community in this journey? I would be surprised if the council weren't considering a longer-term plan for similar underutilised land parcels and their role in mixed-use developments, including housing, while maintaining a green and eco-friendly footprint. However, it has to act decisively, with close to 16,180 new residents arriving every year up to 2046. It will be interesting to see how the process unfolds from here. Members of our board visited Plymouth city centre recently to meet with local council leaders and politicians. Our collaboration with Plymouth City Council aims to regenerate Britain’s Ocean City to be one of Europe’s most vibrant waterfronts. We’re committed to delivering a strategy for the city centre that will attract new investment, and will work directly with the council to focus on: • the development of thousands of new homes with a mix of affordable, market and specialist housing • revitalising key sites, improving infrastructure and enhancing the public realm • promoting sustainable growth and creating vibrant communities • supporting local economic development and job creation This work is in addition to our long-term support for one of the largest regeneration schemes in the southwest with Plymouth Community Homes. #HomesEngland #Plymouth
📣 Exciting next steps for city centre regeneration Plymouth’s ambitions to provide thousands of homes in the city centre are expected to be given a huge boost, thanks to a new partnership with Homes England. The agency’s board members were in the city this week to look at the opportunities and challenges Plymouth faces and to discuss future plans with top Council officials and politicians. They toured the city centre, to look at the latest public realm investments in Old Town Street, New George Street and Armada Way as well as key projects such as the Civic Centre and dockyard with Babcock International Group. APPROVAL FOR USE OF HOLIDAY LET AS AN UNRESTRICTED RESIDENTIAL DWELLING Ellie MacNeil (Mitchell) MRTPI has obtained approval for a holiday let, located near Bude in north Cornwall, to be used as an unrestricted residential dwelling. Whilst both holiday lets and ordinary homes fall under use class C3 ‘dwellinghouses’, a condition attached to the former planning permission prevented the property being used for residential use other than as holiday accommodation. As we all know, housing is at the forefront of the Government’s agenda and Cornwall Council has a Housing Strategy in place affirming that there is a crisis in the provision of homes across the county. In response to these issues, there is a strong need to increase the supply of housing. This impetus has only increased as a result of the changes to the National Planning Policy Framework, which identifies a significant increase in the number of homes needing to be delivered in Cornwall. In considering our scheme, concerns were raised by Cornwall Council regarding the effect which loss of the holiday let would have on the local economy and also in respect of the lack of private amenity space which would be required as result of any change to a standard dwelling. Following discussions, we managed to successfully argue the benefits of the scheme and to allay the Council’s concerns. Central to our arguments was that the proposal would contribute to the local housing stock and would, therefore, help alleviate the strong need for new homes in the area. In addition, the proposal would not remove the ability for the property to be used as a holiday let, rather it would provide for a more flexible use. With the backing of the Cornwall Council Member for the area and with support also from the Parish Council, we managed to secure approval without having to present the scheme to Cornwall Council’s planning committee. This saved both time and cost for our client, as well as ensuring that the property became available for use as a home without further delay. If you have a holiday let or ‘normal’ residential property and would like to explore how to vary any restrictions on its use, you are likely to need to expert input. The context of the site will need to be thoroughly assessed in order to provide robust advice, as each property and context will be different. A recent opinion poll by Sunday Independent and Ireland Thinks shows that 59% of the public identify housing as the main priority for Ireland to tackle. This highlights how important it is for the government to take an all-encompassing strategic approach to housing policy which would enable multiple accommodation options – such as Co-living. Co-living can give life to vacant properties and provide a practical solution to overcrowded cities, like our office-to-residential property Rathmines House which has been recently highlighted on Newstalk Breakfast. As Co-living falls under the net of banned BTR schemes in Ireland, we believe that it should be reintroduced for the conversion of derelict office buildings at a minimum.
