Quite a good video from "PoliceActivity" on YouTube, using bodycam footage from an officer-involved shooting by the Los Angeles Police Department last month. There are lots of takeaways in this piece, but I particularly want to draw attention to the conduct of '16L20', the watch commander, at this call. Starting at the 11:22 mark, this fellow does everything a leader needs to do in rapidly-unfolding and extremely dangerous circumstances. Arriving on scene, announcing he has incident command, and then using lots of concise, pointy-talky comms to tighten up the response of his patrol members- which also means, reassuring them. He served as a calming influence, moving around between his team members, giving quiet direction, assigning responsibilities and arcs of fire, and slowing things down when, understandably, many of us feel the need to speed things up. When we slow things down, we give ourselves more time, and more options, to resolve a situation. There is always a gulf between tactical paralysis and the action imperative, but wherever possible, we need to build in the discretionary time of a tactical pause, rather than reflexively pressing the threat for no good reason. Time, weapons, numbers, and tactics- we have them, or have them available; let's use them. You'll notice that several cars from the California Highway Patrol showed up to back their LAPD blue line siblings; every cop will tell you that there is nothing better than an all-star affair, multi agencies coming together to help one another in a crisis.
