“The hotlines that have been set up have just rung, kind of endlessly, in empty rooms.” To prevent a future crisis from spiraling into outright conflict, and conflict from spiraling into an all-out thermonuclear war, the United States and China need to: 1. Cooperate to establish shared norms and understanding 2. Set up a dedicated channel for faster communications 3. Coordinate the mutual hardening of their communications systems 4.
