Our community lost a giant when Kevin Williams passed on Tuesday. We've been working with Kevin pretty much as long as Fox & Robertson has been around. He was our first client, our longtime co-counsel and co-conspirator, and dear friend. Though he leaves a large hole in our community, he also leaves a legacy of groundbreaking cases, powerful advocacy, hilarious storytelling, and deserving asses thoroughly kicked. I want to talk about disability rights. I am currently lobbying in suppport of HB 2449, Reference Title :residental care institutions;inspections. HB 2449 adds assisted living facility managers to A.R.S. 36-424. which requires inspections, suspension of license or revocation of license and report to the board of examiners of nursing care institution administrators. Assissted living facilities need to be licensed and nspected just as care facilities for individuals with with intellectual disabilities and nursing supported group homes are now licensed and inspsected. Their licenses can be suspended or revoked for noncompliance. ANSR is receiving complaints from health professionals. They are being exposed to the toxic chemicals in tobacco smoke when they visit patients in assisted living facilities. This is hazardous to all who suffer from respiratory impairments such as asthma and chronic bronchitis. Reactions can be life threatening. ANSR has recommended that an amendment be added that references Proposition 201, the Smoke-Free Arizona Act, A.R.S. 36-601.01, that prohibits smoking in places of empoyment . Assisted living facilities that have employees are not exempt. HB 2449 has passed by the Committee of the Whole in the House. It has been assisgned to the Health and Human Services Committee in the Senate. HB 2449 has been "held." The Effects of Secondary Smoke On The Sensitized Person, written by Raymond E. Kary, Ph.D. Physicist and Environmental Scientist, has been submitted to members of the Committee. It validates ANSR's concerns. There has been no response.

Working in silos is one of the most common, and most harmful practices that has helped create the disaster, chaos and legacy of today’s Ontario “child welfare”. In my experience, one of the biggest stonewalling responses of in-care department workers, especially when an attempt to bring parent and kin voices to the table is made, “well, that is not my client.” Time, and time again. How are you truly in the service of the child if you don’t believe you should have anything to do with the people who are not paid to be in their lives? Use your courage. Ask better questions. Open your heart and your mind. Go beyond the standards, and keep going.

Parents were literally invisible to me when I was running a foster care program. They weren’t our client. This is one of the harms I perpetuated. I’ll never forget one foster parent saying, “I have no use for that woman”, speaking of a child’s mother. This type of othering and dehumanizing mentality is what makes stories like those told in this short film so common. I often say we have to make the invisible visible. Myah Overstreet and the rest of the production crew did just that in their film “To Be Invisible”. This is a must watch for anyone working in child welfare.
