"Documents show officials have tried multiple times to build a life-saving disaster coordination system, only to end up virtually back at square one." It's good to see some media focus on this topic. But we’ve been talking about this for 20 years now! Perhaps this is evidence that the solution does not lie with any one agency. Rather, this is a truly multi agency and organisational issue that needs a boundary spanning remit to get this work done. In the preparedness phase, arrangement and several measures are undertaken by governments, organizations, and individuals.
