The National Security Agency has initiated the establishment of an Artificial Intelligence Security Center, marking a pivotal milestone in light of the escalating acquisition, development, and integration of artificial intelligence capabilities within the United States' defense and intelligence apparatus. This announcement was made by Army Gen. Paul Nakasone, the outgoing director of the agency, on Thursday. Gen. Nakasone disclosed that this newly-formed center will be seamlessly integrated into the NSA's Cybersecurity Collaboration Center, an established entity dedicated to collaborative efforts with private sector entities and international partners. This roadmap published on November 14 by the Cybersecurity and Infrastructure Security Agency in response to the recent AI executive order is another important plank in the evolving US approach to addressing AI risks. The Microsoft Threat Analyses Center observed the use of AI-generated visual media by China-affiliated actors in a broad campaign targeting politically divisive topics and denigrating U.S. political figures and symbols is alarming. It is imperative that both public and private sector institutions come together to address the weaponization of technology, including AI, by cyber and influence threat actors. Furthermore, Chinese state-affiliated threat actors have focused their cyberattacks in the South China Sea region, conducting intelligence collection and malware execution against regional governments and industries. Other actors have targeted the U.S. defense industry and U.S. infrastructure, looking for competitive advantages to bolster strategic military aims. It is crucial that we remain vigilant and take proactive measures to safeguard against these threats.

The United States Department of Defense's network defense arm, Joint Force Headquarters - Department of Defense Information Network (JFHQ-DODIN), is conducting a pilot program in partnership with the Defense Intelligence Agency (DIA) to improve how they gather and use intelligence for defensive cyber operations. The pilot aims to take an "all-source intelligence" approach, combining various intelligence streams from technical means to human sources, to better understand the context and attribution of potential cyber threats. This will help defenders anticipate and defend against nation-state cyber actors more effectively. For example, in a cyber defense scenario, having all-source intelligence can provide insights into which specific actors might be targeting an organization, what techniques they typically use, and what their potential objectives are. This information can then be used to bolster defensive measures. This pilot is a crucial step in bridging the gap between the cyber and intelligence communities, as it will help JFHQ-DODIN and DIA personnel better understand each other's needs and capabilities.
