Naval History and Heritage Command - Wars, Conflicts, and Operations The use of military forces for humanitarian purposes may provide unique capabilities and resources that civilian-led humanitarian actors may not have or may not be able to deploy in a timely and effective manner. These include logistics, transportation, security, engineering, medical, and communication assets that can facilitate the delivery of aid and relief to hard-to-reach or insecure areas. It may also enhance the protection and safety of humanitarian workers and beneficiaries, by deterring or preventing violence and abuse from armed groups or hostile governments. Additionally, it may contribute to building trust and confidence among affected populations, by demonstrating solidarity and compassion. Navy Comptroller expresses concerns about paying sailors and Marines if Congress fails to pass the next continuing resolution (CR). #NavyBudget #Congress #ContinuingResolution The US Navy's comptroller, Russell Rambaugh, recently voiced his worries about the potential inability to pay sailors, Marines, and civilians if Congress does not pass another stopgap spending bill. The Navy's budget request for Fiscal Year 2024 is $255.8 billion, a 4.5% increase over the previous year. However, without a full budget, Rambaugh warned that a provision in the Fiscal Responsibility Act of 2023 could result in across-the-board cuts. He estimated the sequestration at $15 billion. The use of continuing resolutions puts significant restraints on new program starts, including the construction of the future USS Wisconsin. Rambaugh described the continuing resolution process as "a little bit nuts" but acknowledged its frequent use due to the ongoing struggle to pass full-year appropriations on time. The US Navy and United States Marine Corps have announced plans to invest over $250 million in barracks restoration in 2025! This significant investment aims to address the declining state of their barracks buildings and prioritize the well-being of sailors. The Navy is requesting $204 million for the restoration of unaccompanied housing, representing a 24% increase from last year. Additionally, the Marine Corps is asking for $65 million for the same purpose. These funds will help tackle issues such as bedbug and cockroach infestations, faulty heating and air conditioning, and security concerns.
