The Intergovernmental Negotiating Committee (INC) concluded its negotiations at its fourth session in Ottawa on the development of a legally binding international plastic pollution treaty. With over 80% of #plasticwaste found in the oceans coming from the Global South an immediate solution is critically needed. Financing mechanisms such as #plasticcredits are an important part of the solution for developing countries to have an even playing field to address this immense problem.   Where #wastemanagement infrastructure lacks the capacity to capture and recycle plastic waste, plastic credits allow the private sector to validate and finance legitimate, independently verified plastic collection and #recycling activities in these countries where litter is rampant.   At the INC-4 representatives from countries all over the world came together to address the ubiquitous nature of #plastic pollution and with an eye towards appropriate funding solutions an intersessional committee was established to analyze financing sources and present its findings at the INC-5 in South Korea this November. The latest #GlobalPlasticTreaty negotiations to #StopPlasticPollution at the 4th session of the Intergovernmental Negotiating Committee - #INC4 in #Ottawa, #Canada, yielded some success, with countries proposing and progressing on certain key measures to address the crisis. However, as our Global Plastics Policy Lead at WWF International, Eirik Lindebjerg, highlights, "The big decisions still remain: will we get the strong treaty with common global rules that most of the world is calling for, or will we end up with a voluntary watered-down agreement led by least common denominator values? Negotiators need to recognise that plastic pollution is an accelerating global crisis that cannot be solved with fragmented national approaches." In light of the #EarthDay2024 theme – Planet Vs. Plastics, the fourth session of the Intergovernmental Negotiating Committee is currently underway at the Shaw Center in Ottawa, Canada. 💠The session was preceded by regional consultations on 21 April 2024. There will be thematic side events held starting 24th – 25th April 2024. They include: 💠 Plastic pollution in the marine environment. 💠 Approaches to capacity building, financing and financial mechanisms. 💠Enabling just transition. The aim of this is to develop an international legally binding instrument on plastic pollution, including in the marine environment (INC-4). 💠The next session (INC5) is expected to be held in Busan, South Korea. This is a monumental year for multilateralism to prevail in the fight against plastic pollution as the United Nations has committed to deliver a legally binding agreement by the end of 2024. The agreement is expected to catalyze global action to transform the way we produce and dispose of plastics. Three rounds of negotiations have laid the groundwork, and two more meetings of the inter-governmental committee of negotiation will convene in Canada and South Korea in April and November. We are two weeks away from the UK National Treaty Dialogues for Plastic Pollution organised in preparation for the UN Treaty negotiations INC-4 in Ottawa, Canada on the 23rd - 29th of April, 2024. James Smith, Deputy Director for Marine Policy at Defra emphasizes the importance of stakeholders’ active involvement: “The UK strongly values the active and meaningful participation of stakeholders at all stages of the INC process, so we can take on board your expertise, knowledge and experiences to drive forward global change and bring us one step closer to tackling plastic pollution.” As we gear up for INC-4 negotiations, our focus is on identifying key technical requirements for treaty provisions. What’s happening at the #plastictreatynegotiations ? ‼️ Rwanda and Peru are leading the charge for an ambitious plastic treaty calling for a 40% reduction on plastic production by 2040. ⚠️ Broad agreement that more inter-sessional work will be necessary to have the treaty ready in time for #INC5 ⁉️ Stiff resistance from the biggest producers and consumers of plastic to tackle limits on plastic production / primary plastic polymers. 💭personal thoughts: I’ve never been part of a global treaty negotiation so take with a grain of salt- but it feels like the resistance tactics of big polluters are working - with many “high ambition countries” sounding relieved to focus on less controversial aspects of downstream plastic waste management for the sake of progress over perfection. This is where civil society orgs have an important role to play - to keep up public pressure and ask for an ambitious treaty that asks for us to #turnofftheplastictap on plastic PRODUCTION. It’s an election year for many countries this year - and everyone is eager to get this done at all costs - but we cannot solve plastic pollution if plastic production is gonna triple by 2050. In 2023, while global leaders were amplifying their voices on plastic pollution through various forums, including the The Intergovernmental Negotiating Committee working towards a legally binding international agreement on plastic pollution, policymakers across the 7 East African Community nations also made significant strides. They recognized that harmonized regional legislation is essential to address plastic pollution and promote sustainable alternatives to plastics. The East African Regional Workshop on Single-Use Plastics (SUPs), organized in partnership with The SMEP Programme, UN Trade and Development (UNCTAD), UKAID, The ICCF Group, and The FlipFlopi Project, convened law enforcement actors and legislators from all member states. Together, we delved into the plastic problem, discussed potential solutions, and explored a unified legislative approach to curb plastic pollution. As someone deeply engaged in advocacy and institutional relations, it is heartening to witness the collective resolve of all participants, who unanimously agreed that harmonized legislation is a crucial step in tackling plastic pollution in East Africa.
