The telecom regulator has invited stakeholders seeking to launch satellite broadband services, OneWeb, Kuiper, Starlink, Globalstar and the Reliance-SES combine their views on the pricing methodology and terms and conditions of allocating satellite spectrum to companies. This is in response to the consultation paper released by TRAI on 'Terms and Conditions for the Assignment of Spectrum for Certain Satellite-Based Commercial Communication Services'. The Authority is exploring models for pricing the satellite spectrum, which is linked to either adjusted gross revenue (AGR) of the service providers, the per-MHz quantity of spectrum held by them, or any other model. Charging based on AGR, would mean that the pricing model would be flexible and only aligned to the financial performance of the satellite operators. The other model, a per-MHz spectrum held, is commonly used in other countries. Satellite network operator SES announced announced on Tuesday 30th that it was acquiring one of the longest established satellite players, Intelsat, in a US$3.1 bn cash deal after a turbulent few years for the company. This deal follows on the back of a tie up between Viasat and Inmarsat in 2021 and Eutelsat and OneWeb in 2022. In the attached paper I argue that the relatively small size of the revenue pool may present challenges for heavily operationally geared satellite operators and that direct-to-device services are unlikely to materially change the economics of the satellite business model. Consolidation is inevitable and there will be first mover advantages in creating the optimal combinations - some casualties will be inevitable amongst those that are slow to respond to the threat from well financed players such as Starlink. Just like the mobile industry, consolidation is essential to realise economies of scale. However, it will be interesting to see what regulatory or competition concerns are raised, if any and by whom as the industry continues to consolidate.
